Agency for Natural Resources and EnergyMETI held the Second Japan-Africa Ministerial Meeting for Resources Development (JAMM 2) and the Japan-Africa Mining & Resources Business Seminar 2015 (J-SUMIT 2)

With delegates from 16 African countries attending, the Ministry of Economy, Trade and Industry (METI) held the Second Japan-Africa Ministerial Meeting for Resources Development (JAMM 2) on May 30, 2015 (Sat.) and the Japan-Africa Mining & Resources Business Seminar 2015 (J-SUMIT 2) on May 28 (Thu.) and 29 (Fri.), 2015.
In addition, prior to the meeting, METI had bilateral meetings with resource-rich African countries.

1. Outline of the Second Japan-Africa Ministerial Meeting for Resources Development (JAMM 2)

With delegates from 16 African countries attending, Mr. Yoichi Miyazawa, Minister of Economy, Trade and Industry, and Dr. Ngoako Ramatlhodi, Minister of Mineral Resources of the Republic of South Africa, co-chaired the ministerial meeting, verified the progress of “Japan's Initiatives for Promotion of African Resources Development,” and discussed the promotion of African resource development.

Minister Miyazawa proposed proceeding from the current framework, named the “Japan-Africa Ministerial Meeting for Resources Development” to a new platform, named the “Japan-Africa Ministerial Partnership for Resources Development” (JAMP), whose goal is to further strengthen bilateral relationships based on those summit-level relationships by making practical use of the Tokyo International Conference on African Development (TICAD) to further develop the current relationships between Japan and Africa. The proposal was accepted by all attendants, and the co-chairs’ summary, which condensed the discussions, was adopted.

The results of JAMM 2 are to be reported to leaders in the different countries participating the meeting and at the next TICAD.

The initiatives, summarized during the First Japan-Africa Ministerial Meeting for Resources Development (JAMM 1) held in May 2013, included the following four themes: (1) promoting investment for infrastructure and resource development, (2) strengthening the foundation of the African resource industry and human resource development, (3) promoting sustainable resource development in terms of environment/safety, and (4) encouraging symbiosis with local communities. The initiatives aimed to provide 2 billion dollars for natural resource development by JOGMEC and cooperate in developing 1,000 trained personnel related to natural resource development over the next five years.

2. Outline of Japan-Africa Mining & Resources Business Seminar 2015 (J-SUMIT 2)

After an opening greeting by State Minister of Economy, Trade and Industry, Dr. Daishiro Yamagiwa, 42 presentations were given by speakers including delegates from resource-rich African countries, resource-related enterprises inside and outside Japan, and international organizations, and exhibitions were held by a total of 30 organizations including a university, governmental institutions and enterprises aiming to develop their businesses in Africa. Over two days, more than 2000 people from over 32 countries participated in total.

3. Bilateral meetings with resource-rich African countries

Prior to the Second Japan-Africa Ministerial Meeting for Resources Development (JAMM 2), Minister Miyazawa, State Minister Yamagiwa, and Mr. Yoshihiro Seki, Parliamentary Vice-Minister of Economy, Trade and Industry, had bilateral meetings with nine Ministers from the resource ministries of African countries including the Republic of South Africa. In addition, METI held a working-level council with delegations from other attending countries.
In the bilateral meetings, the status of the progress of Japan's Initiatives for Promotion of African Resources Development, the status of the each country’s investment environment and mineral resource development projects by Japanese companies and JOGMEC were the main topics of discussion.
