METI Parliamentary Vice-Minister Seki Visited France

Mr. Yoshihiro Seki, Parliamentary Vice-Minister of Economy, Trade and Industry, visited Paris, France from June 3 to 5, 2015 in order to attend the OECD Ministerial Council Meeting and an Informal WTO Ministerial Gathering. In addition, taking advantage of this opportunity, he had bilateral meetings with Ms. Mari Johanna Kiviniemi, Deputy Secretary-General of the OECD, Mr. Francis Maude, U.K. Minister of State for Trade and Investment, and Mr. Emmanuel Macron, French Minister of the Economy, Industry and the Digital Sector.

1. OECD Ministerial Council Meeting

In 2015, under the chairmanship of the Netherlands and the vice-chairmanship of France, the Czech Republic, and the Republic of Korea, Parliamentary Vice-Minister Seki attended the session on “Investing for a Low-Carbon Economy” (Item 6) and the session on “Trade, Investment and Development” (Item 7).

(1) The session on Investing for a Low-Carbon Economy (Item 6)

Parliamentary Vice-Minister Seki attended the session with Mr. Yasuhide Nakayama, State Minister for Foreign Affairs, and Mr. Hidemichi Sato, Parliamentary Vice-Minister for Agriculture, Forestry and Fisheries. Parliamentary Vice-Minister Seki explained the importance of balancing economic growth and the environment and, in particular, the necessity of developing innovative technologies to reduce greenhouse gases and promoting such technologies throughout the world, and participating ministers agreed.

(2) The session on Trade, Investment and Development (Item 7)

In order to maintain and strengthen a multilateral trading system responsive to the changing trade and investment environment, Parliamentary Vice-Minister Seki explained the importance of concluding the WTO Doha Round negotiations by the end of the year, promoting EPAs and plurilateral negotiations, and resisting protectionism, which garnered support from participating ministers.

2. Informal WTO Ministerial Gathering

Parliamentary Vice-Minister Seki participated in the Informal WTO Ministerial Gathering with Mr. Nakayama, State Minister for Foreign Affairs, and Mr. Sato, Parliamentary Vice-Minister for Agriculture, Forestry and Fisheries, and discussed the procedures for future WTO negotiations. Parliamentary Vice-Minister Seki stated that it is important to deliver concrete outcomes in plurilateral negotiations in order to give momentum to the Round negotiations, while advancing discussions in Non-Agricultural Market Access negotiations and rules negotiations. In particular, with regards to negotiations on the expansion of the Information Technology Agreement (ITA), Parliamentary Vice-Minister Seki called for an agreement on product coverage as early as possible, and participating ministers concurred on the necessity of doing so.

3. Bilateral meetings

(1) Ms. Mari Johanna Kiviniemi, Deputy Secretary-General of the OECD

At a meeting with Ms. Kiviniemi, Deputy Secretary-General of the OECD, Parliamentary Vice-Minister Seki exchanged a wide range of opinions concerning the importance of analyses and proposals based on the OECD Services Trade Restrictiveness Index (STRI), the bolstering of the OECD Southeast Asia Regional Program, and the strengthening of cooperation between the OECD and the Economic Research Institute for ASEAN and East Asia (ERIA).

(2) Mr. Francis Maude, Minister of State for Trade and Investment, U.K.

At a meeting with Minister Maude, Vice-Minister Seki introduced Japan’s efforts to improve the attractiveness of Japan as a destination for investment in order to increase foreign investment in Japan, and confirmed their close cooperation on reaching an agreement in principal of the Japan-EU EPA (Economic Partnership Agreement) negotiations during 2015.

(3) Mr. Emmanuel Macron, Minister of the Economy, Industry and the Digital Sector, France

At a meeting with Minister Macron, Parliamentary Vice-Minister Seki exchanged opinions regarding Abenomics in Japan and structural reform in France, and confirmed that they would further promote cooperation between both countries in various industrial fields.
