Support for Efforts Regarding Intellectual Property in Pioneering and Advanced Regions-Decision on Entities Covered by Projects for Improvement of Support for Intellectual Property of Regional SMEs-

In order to build cross-regional support systems for intellectual property and to improve support through strengthening cross-regional partnerships, the Projects for Improvement of Support for Intellectual Property of Regional SMEs were newly launched in FY 2015. The Japan Patent Office (JPO) hereby announces that the first public invitation for applications for these Projects was conducted to select 13 successful proposals.
The JPO will continue to contribute to regional revitalization utilizing intellectual property through measures including cooperative support for pioneering and advanced efforts by highly motivated regions.

1. Outline of the Projects

In order to resolve the various issues surrounding SMEs and to provide support according to regional characteristics, it is important for those who conduct their activities in each region to strive for effective support for intellectual property by proactively cooperating and compensating each other.
Therefore, the JPO publicly called for pioneering and advanced efforts for support of intellectual property from entities involved in such support including regional commerce and industry associations, financial institutions, universities, and the newly launched Projects for Improvement of Support for Intellectual Property of Regional SMEs to assist in the implementation of these efforts from FY 2015.

Regarding the flow of these Projects, the JPO coordinates them as a whole and each Regional Bureau of Economy, Trade and Industry and the Cabinet Office, Okinawa General Bureau of Economy, Trade and Industry Department (hereinafter referred to as “Regional Bureaus”) call for and adopt pioneering and advanced efforts. Examination commissions established in each of the Regional Bureaus conduct strict examination and adopt proposals that focus on efforts such as building pioneering mechanisms through cross-regional partnerships.
Through these Projects, regional support systems for intellectual property are to be built and partnerships on these systems are to be enhanced. In addition, information on cases of excellent efforts is to be shared across the country to disseminate and develop new efforts in other regions.

2. Results of adoption

The first public invitation for applications was conducted from March 25 to May 11, 2015 (there were some differences by region), and 13 proposals out of 17 were adopted.
The adopted efforts were those that focused on building mechanisms for support for intellectual property through cross-regional partnerships such as 1) efforts to provide opportunities to create channels and mechanisms that enable SMEs to utilize large enterprises’ intellectual property, 2) efforts through partnerships between the industrial and academic sectors to promote SMEs’ development of new products by utilizing ideas provided by university students, 3) efforts to support the creation of new SMEs’ business through additional partnerships with financial institutions, and 4) efforts to promote regional SMEs’ business development overseas through building networks with overseas financial communities and parties involved in intellectual property (see Appendix for the outline of the adopted 13 cases).

3. Future efforts

The efforts and results in each region are to be publicly announced on various occasions and through websites, and are to be shared with other regions.
