Joint Release with the Ministry of the EnvironmentAnnouncement of Calculated Results of FY 2012 Greenhouse Gas Emissions Based on the GHG Emissions Accounting, Reporting, and Disclosure System

The Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) aggregated the FY 2012 greenhouse gas emissions reported by business operators according to the Greenhouse Gas (GHG) Emissions Accounting, Reporting, and Disclosure System under the Act on Promotion of Global Warming Countermeasures (Act No. 117 of 1998), and compiled a report.
The numbers of business operators and establishments that reported their amounts of emissions are as follows: 11,371 business operators and 13,596 establishments in the specified establishment emitter category, and 1,358 business operators in the specified transportation emitter category. The total amount of greenhouse gas emissions reported by specified emitters was 666.57 million tons of CO2.

1. Background

Pursuant to the Act on Promotion of Global Warming Countermeasures, the GHG Emissions Accounting, Reporting, and Disclosure System obliges entities that emit significant amounts of greenhouse gases (specified emitters) to calculate their greenhouse gas emissions and report the results to the government, which shall subsequently aggregate the reported data and publicize a summary.*

The objectives of the system are to (a) make greenhouse gas emitters aware of their actual emissions through self-calculation of emissions and to prompt them to establish a foundation for voluntary action, and to (b) visualize emissions data and thereby encourage and motivate people and business operators throughout Japan to take voluntary action.

METI and MOE summarized the FY 2012 greenhouse gas emissions reported by specified emitters and compiled a report.

2. Brief summary of the calculated totals

The numbers of business operators/establishments that submitted reports and the totals of the emissions reported are shown below. The total amount of emissions reported by specified emitters was 666.57 million tons of CO2.

*Notes:
*1: Specified establishment emitters Operators that consume an overall total of 1,500 kiloliters of crude oil equivalent or more of energy per year, for all establishments, and those that satisfy the following requirements (i) and (ii):

  1. Operators that conduct business activities subject to the calculation of greenhouse gas emissions with each establishment emitting 3,000 tons or more of CO2 equivalent for any type of greenhouse gas
  2. Operators that regularly employ 21 or more staff members in total for all establishments

Total amount of greenhouse gas emissions that operators emitted in their business activities after adjusting it by compensating for or nullifying emissions with Kyoto Mechanism credits or deducting emissions associated with the use of waste materials as raw fuels

*3: Specified transportation emitters
Specified emitters that report their emissions in the transportation sector, including specified freight carriers, specified consignors, specified passenger carriers, and specified air carriers under the Act on the Rational Use of Energy

Note: The total amount of CO2 emissions from energy resources associated with the use of electricity supplied by third parties is calculated by multiplying the total amount of electricity used in FY 2012 by a CO2 emission coefficient from FY 2011.

3. Announced data and requests for information

The METI Minister and MOE Minister compile the data collected from the relevant ministers who have jurisdiction over the emitters, who receive emissions reports from specified emitters, and publicize the results along with overall information on specified emitters as detailed below.

  1. Calculated amounts of emissions from specified emitters by operator and by industry
  2. Calculated amounts of emissions from specified establishments by industry and by prefecture
  3. Amounts of emissions after adjustment from specified establishment emitters by operator

Upon request from the public, the METI Minister, MOE Minister, and relevant ministers who have jurisdiction over emitters disclose the following information with regard to specified emitters:

1) Specified establishment emitters

  1. Information on operators
  2. Total Kyoto Mechanism credits acquired by operators and total domestic certified emission reductions held by operators by type
  3. Information on specified establishments
  4. Calculated amounts of emissions by type of greenhouse gas at specified establishments
  5. Related information on specified establishments

2) Specified transportation emitters

  1. Information on operators
  2. Business conducted by operators

METI and MOE have been accepting requests for information on the reports from all establishments since 16:00 on June 26, 2015. Likewise, relevant ministries and agencies have been accepting requests for information on the reports from establishments in industries within their jurisdiction.
