The Act for Rationalized Use and Proper Management of Fluorocarbons (hereinafter referred to as the “Revised Fluorocarbons Recovery and Destruction Law”) has been in force since April 2015. As an interim measure in FY 2015, pursuant to the Law for Ensuring the Implementation of Recovery and Destruction of Fluorocarbons Concerning Specified Products (hereinafter referred to as the “Former Fluorocarbons Recovery and Destruction Law”), fluorocarbon destruction operators needed to report the amount of fluorocarbons they destroyed in FY 2014 and other matters to the competent ministers. The Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) have jointly compiled the FY 2014 results from the operator reports and hereby announce the release of those results.
In cooperation with MOE, METI will continue efforts to further promote the recovery and destruction of fluorocarbons by smoothly enforcing the Revised Fluorocarbons Recovery and Destruction Law.

Note: In the next report (in FY 2016), the results of the compilation of the amounts of destroyed fluorocarbons in FY 2015 and other matters will be announced pursuant to the Revised Fluorocarbons Recovery and Destruction Law.

1. Summary of the results

1) Amount of destroyed fluorocarbons

According to the reports from the operators, the total amount of fluorocarbons destroyed in FY 2014 was approximately 4,495 tons, an increase of approximately 0.6% from FY 2013.

Amounts broken down by type of fluorocarbon: approximately 155 tons of chlorofluorocarbons (CFCs), approximately 2,305 tons of hydrochlorofluorocarbons (HCFCs), and approximately 2,034 tons of hydrofluorocarbons (HFCs). The amount of destroyed HFCs has increased by approximately 4.9% from FY 2013, but the amounts of CFCs and HCFCs destroyed have decreased by approximately 14.3% and 1.9% respectively from FY 2013.

2) Amounts of recovered fluorocarbons according to types of specified products

An analysis of the amount of fluorocarbons recovered by the operators according to the types of specified products defined in the Former Fluorocarbons Recovery and Destruction Law shows that approximately 3,731 tons of fluorocarbons were recovered from Class 1 specified products (commercial refrigerators and air conditioners), an increase of approximately 1.4% from FY 2013, and that approximately 772 tons of fluorocarbons were recovered from Class 2 specified products (vehicle air conditioners),* a decrease of approximately 3.8% from FY 2013.
*Note: Recovery of fluorocarbons from vehicle air conditioners has been conducted since January 2005, pursuant to the Act on Recycling, etc. of End-of-Life Vehicles.

2. Coming schedule

Fluorocarbon destruction operators destroy fluorocarbons recovered from Class 1 specified products and Class 2 specified products. Concerning Class 1 specified products, the competent ministers will receive reports from prefectural governors on the FY 2014 amounts of recovered fluorocarbons which are reported by fluorocarbon recovery operators for Class 1 specified products. The results of these reports across Japan will be compiled and publicized by the end of 2015. A report on Class 2 specified products is scheduled to be publicized separately.
