JPO Will Expand Its Support for Indonesia in the Field of Intellectual Property-JPO will dispatch a long-term IP expert to Indonesia-
The Japan Patent Office (JPO) will dispatch long-term experts for the Project on Intellectual Property Rights Protection and Legal Consistency for Improving Business Environment, which the Japan International Cooperation Agency (JICA) is conducting in Indonesia. This Project develops and expands the support thus far provided by the JPO for the strengthening of IP protection in Indonesia, which is expected to contribute to the enhancement of IP systems in Indonesia and to improve the business environment.
The JPO has supported the enhancement of IP systems in Indonesia. For example, since 1994, the JPO has dispatched its officials as long-term IP experts to the Directorate General of Intellectual Property (DGIP) of the Ministry of Law and Human Rights of Indonesia under the scheme prepared by JICA, and as the latest support measure, the JPO improved the DGIP’s capacity for examination and strengthened the functions of executive agencies for IP in Indonesia from April 2011 through April 2015 under the Project for the Strengthening Intellectual Property Rights Protection.
This time, based on a request from the government of Indonesia, the JPO will dispatch its official as a long-term IP expert in response to the fact that JICA, the Ministry of Law and Human Rights of Indonesia, and the Supreme Court of Indonesia agreed to the Project on Intellectual Property Rights Protection and Legal Consistency for Improving Business Environment to newly support measures including the improvement of predictability in handling IP cases and the enhancement of procedures for improving consistency between the drafting and examination of business- related laws and regulations including IP laws in addition to the past support that the JPO has provided.
This Project is to be conducted for five years from the end of 2015, and in addition to the support provided by the JPO, the Ministry of Justice is to also dispatch long-term experts to the Supreme Court of Indonesia and the Ministry of Law and Human Rights of Indonesia and is to provide support for the improvement of predictability in handling IP cases and the enhancement of procedures for improving consistency between the drafting and examination of business-related laws and regulations including IP laws.
Through the dispatch of a JPO official as an IP expert and corresponding technical assistance activities, the JPO also will support measures including the establishment of mechanisms for fostering and educating officials in the DGIP, the revision of examination standards, and the consideration of the preparation of manuals and guidelines for the execution and enforcement of IP rights in order to continue to contribute to the improvement in the quality of the DGIP’s examinations and the enhancement of the systems for execution and enforcement by each executive agency.
