Electricity Market Surveillance CommissionEstablishment of the Electricity Market Surveillance Commission

The Ministry of Economy, Trade and Industry (METI) hereby announces that the Electricity Market Surveillance Commission has been newly established in METI pursuant to the Amended Electricity Business Act, which was enacted on June 17, 2015.

1. Electricity Market Surveillance Commission

The Electricity Market Surveillance Commission, which is under the direct control of the Minister of Economy, Trade and Industry pursuant to Article 8 of the National Government Organization Act, has been established in order to perform the following duties: (1) appropriate monitoring of the electricity market in consideration of full retail liberalization, (2) conducting of strict regulations in order to secure neutrality in the electric power network sector, and other duties.

A secretariat dedicated to the commission is to be set up, consisting of three divisions: the Policy Planning Division, the Market Surveillance Division, and the Network Surveillance Division. Additionally, in regional organizations, such as Bureaus of Economy, Trade and Industry, Market Surveillance Offices are to be established in each Policy Planning and Coordination Department. Affairs related to electricity market surveillance for regional organizations will be dealt with through those offices.

2. Chairman and commissioners of the Electricity Market Surveillance Commission

The Minister of Economy, Trade and Industry appointed the chairman and commissioners of the Electricity Market Surveillance Commission pursuant to the Electricity Business Act (see Appendix(PDF:27KB) PDF File).
Article 66 (6) of the Electricity Business Act specifies that the chairman and commissioners of the commission shall be designated by the Minister of Economy, Trade and Industry from persons who possess technical knowledge and experience regarding law, economics, finance, or engineering and moreover who are able to make fair and neutral judgments in performing their duties.
