On November 4, 2015, the Ministry of Economy, Trade and Industry (METI) approved “a business plan for the use of specified research results” submitted by the incorporator of the University of Tokyo Co-Creation Platform Development Co., Ltd. (the University of Tokyo) pursuant to the Industrial Competitiveness Enhancement Act.
1. Financing for investment companies including venture capital firms by educational institutions such as national universities
- When a venture capital firm intends to operate a business offering management-related advice and supplying funds (support program for utilizing specified research results) to university-established venture capital providers and apply the outcomes of technological research obtained from institutions such as national university corporations in their businesses, the investment limited partnership can submit a plan for such business to the Education, Culture, Sports, Science and Technology (MEXT) Minister and the METI Minister and then may receive official certification of the plan as appropriate.
- Authorized entities that support the utilization of specified research results are eligible to receive investment as well as support in terms of human resources and technical expertise from national universities. (*Note: Each investment from institutions such as national university corporations requires authorization by the MEXT Minister.)
2. This authorization
METI and MEXT reviewed and authorized the plans for the support program for utilizing specified research results submitted by the incorporator of the University of Tokyo Co-Creation Platform Development Co., Ltd. (the University of Tokyo).
METI conducted a review of the plans for the structure of the board of directors and levels of compensation for this venture capital firm based on consultation with outside experts.
The University of Tokyo Co-Creation Platform Development Co., Ltd., which has become an approved operator for the use of specified research results with this approval, will develop practical applications from the University of Tokyo’s research.
