Establishment of a Study Group on the Omotenashi Standard Certification (Provisional Name)!-METI to create a new system for assessing the quality of service-

The Ministry of Economy, Trade and Industry (METI) is to establish the Study Group on the Omotenashi Standard Certification (provisional name) to deliberate on a system for appropriately assessing high-quality services with the aim of raising standards in Japan’s service industry as a whole.

1. Purpose

The service industry now accounts for three fourths (75%) of Japan’s GDP, and its impact on Japan’s entire economy is becoming greater. Above all, in order to realize Japan’s “greatest postwar economy with a GDP of 600 trillion yen” as one of the “new three arrows,” it is essential to improve both productivity and profitability in the service industry.

However, due to the characteristics of services that the service industry provides, such as intangibility, which refers to that which we cannot see, and simultaneity, which means that production and consumption occur at the same time, adequate compensation exactly corresponding to the quality of service has not necessarily been paid. It has been pointed out that such characteristics can lead to sluggish productivity in the service industry in Japan.

Therefore, in order to promote the creation of increased added value through the service industry as well as to raise the level of Japan’s entire service industry and improve its productivity, it is important that high-quality service be appropriately evaluated according to its value.

Under these circumstances, the idea of deliberating on “a new system for assessing the quality of service” was incorporated into the Service Industry Challenge Program, approved by the Headquarters for Japan’s Economic Revitalization on April 15, 2015. Accordingly, METI is to establish a study group for carrying out this initiative (provisionally named the Study Group on the Omotenashi Standard Certification).

2. Schedule

Study group meetings will be held once a month with the aim of compiling study results, with February 2016 as the culmination target date.
