Results of the Ninth Japan-China Energy Conservation and Environment Forum

The Ninth Japan-China Energy Conservation and Environment Forum was held on November 29, 2015, in Tokyo. The Japanese delegation included Mr. Motoo Hayashi, Minister of Economy, Trade and Industry, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry,
Ms. Tamayo Marukawa, Minister of the Environment, and Shoji Muneoka, Chairman of the Japan-China Economic Association. The Chinese delegation included Mr. Zhang Yong, Vice Chairman of the National Development and Reform Commission (NDRC), Ms. Gao Yan, Vice Minister of Commerce of China, and Mr. Cheng Yonghua, Chinese Ambassador to Japan.
At the Forum there were various achievements, including the exchange of consensus documents on 26 cooperation projects, with an attendance of about 750 representatives from the private and public sectors (about 470 from Japan and about 270 from China). On the sidelines of the Forum, State Minister Takagi had a meeting with Ms. Gao Yan, Vice Minister of Commerce of China.

1. The results of the Ninth Japan-China Energy Conservation and Environment Forum

At the plenary session of the Forum held in the morning, on the Japanese side, Mr. Hayashi, Minister of Economy, Trade and Industry, stressed the importance of cooperation between Japan and China in the fields of energy conservation and the environment, and showed his evaluation of the Forum and its future direction, Japan’s efforts toward COP21, and other issues. Mr. Takagi, State Minister of Economy, Trade and Industry, and Ms. Marukawa, Minister of the Environment, also delivered speeches. On the Chinese side, Mr. Zhang, Vice Chairman of the NDRC, Ms. Gao, Vice Minister of Commerce of China, and other officials delivered speeches.
In the afternoon, six breakout sessions on the specific topics such as “Smart Cities” and “Next-Generation Automobiles” were held. At the session, working-level participants from Japan and China exchanged opinions.

2. Document exchange ceremony for cooperation projects (see Appendix)

At this Forum, consensus documents regarding 26 new cooperation projects between Japan and China were exchanged. As a result, the total cumulative number of cooperation projects reached 285.

3. Follow-up to signed projects

Mr. Satoshi Kusakabe, Commissioner of the Agency for Natural Resources and Energy (ANRE), released the results of the analysis from the follow-up investigation regarding all 259 cooperation projects which had previously been exchanged, reporting that approximately 40% of the projects had already achieved their initial targets.

4. Meeting between Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, and Ms. Gao Yan, Vice Minister of Commerce of China

On the sidelines of the Forum, State Minister Takagi and Vice Minister Gao had a bilateral meeting and exchanged opinions regarding the trade and investment relations between Japan and China, negotiations on a Free Trade Agreement (FTA) between Japan, China, and the Republic of Korea, negotiations for the Regional Comprehensive Economic Partnership (RCEP), multilateral cooperation through the G20 and WTO, and other issues.
