Japan Patent OfficeJPO to Start the FY 2015 Anti-Counterfeiting Campaign

On December 1, 2015, the Japan Patent Office (JPO) started the FY 2015 Anti-Counterfeiting Campaign. In FY 2015, the JPO will strongly call for public attention to the Campaign under the slogan “Counterfeits are Bad for You and for Society,” targeting consumers who use the Internet by utilizing a variety of PR media, including establishing a dedicated website for the Campaign and creating a comprehensive portal and other websites.

1. Objectives

In recent years, counterfeit and pirated products have been becoming so complex and widespread that people have tended to sustain more serious damage from them, with more sophisticated tricks and malicious transactions on the Internet leading to an increase in the number of victims. However, according to a special public opinion poll on intellectual property conducted by the Cabinet Office in 2014, more than 40% of the respondents tolerated the purchase of counterfeit products, and although the number of such respondents is on the decline, the poll shows that it is still necessary for Japan to improve consumer attitudes about counterfeit products through directed effort, including raising their awareness about buying genuine products to eliminate counterfeit products.
In FY 2015, the JPO will conduct the Anti-Counterfeiting Campaign to focus on raising awareness of the campaign among consumers who use the Internet in particular, under the slogan “Counterfeits are Bad for You and for Society,” taking into consideration the expansion of the scale of the e-commerce market for consumers in Japan in recent years and the fact that about 60% of Japanese companies are sustaining serious damage from counterfeit activity on the Internet.

2. Campaign outline

(1) Date: From December 1, 2015 to February 29, 2016

(2) Dedicated website for the Campaign

The JPO has created a dedicated website for the campaign on the JPO website,* on which video clips that introduce the methods used in crimes committed by malicious businesses will be posted, practical information for preventing consumers from being deceived into buying fakes, such as how to spot counterfeit products and suspicious websites, will be provided, and anti-counterfeiting efforts made by related associations in the field will be described.

Note: The video clips will also be provided with captions in English and Chinese, thereby conveying Japan’s messages to consumers in other countries in which the number of people who have suffered from counterfeit products is on the rise.

(3) PR media

As PR media, the JPO will utilize a comprehensive portal website, a price comparison website, an auction website, and a microblogging website, through which the JPO will guide consumers who have visited such websites to the campaign website above.

3. Future actions

In addition to programs to raise consumer awareness like this campaign, the JPO will further advance projects to address counterfeit and pirated products through collaborative efforts with industry and related government organizations, including conducting surveys to ascertain the current situation concerning damages caused by counterfeit products, requesting that governments of other countries enhance crackdown measures on counterfeit products in order to eliminate them, supporting human capital development programs to create human resources who will lead efforts for the elimination of such products, and supporting Japanese enterprises that intend to expand their businesses overseas.
