METI Signs a New Memorandum of Cooperation on Strengthening Chemical Management with the Ministry of Industry of the Kingdom of Thailand

On December 22, 2015, a new Memorandum of Cooperation on Strengthening Chemical Management (MOC) was signed in Bangkok, Thailand by Mr. Hiroshi Fukushima, Deputy Director-General of the Manufacturing Industries Bureau of METI, and Mr. Pasu Loharjun, Director-General of the Department of Industrial Works of the Ministry of Industry (MOI) of the Kingdom of Thailand.
The conclusion of this MOC, which is based on the achievements of the previous MOC concluded on August 30, 2012, is expected to further strengthen the cooperation between Japan and Thailand in chemical management.

1. Background

Chemical management systems are being improved in Thailand based on the Fourth National Strategic Plan on Chemical Management (2012-2021). On August 30, 2012, the first MOC was concluded between Mr. Keiichi Kawakami, then Deputy Director-General of the Manufacturing Industries Bureau of METI, and Mr. Prapat Vanapitaksa, then Director-General of the Department of Industrial Works of the MOI, in order for Japan to support the chemical management improvement in Thailand. Now, METI and the MOI have evaluated the results of their cooperation based on the previous MOC and decided to conclude the new MOC.

2. Achievements of cooperation under the first MOC (from August 2012 through August 2015)

Under the first MOC, Japan provided Thailand with technical cooperation mainly to develop the human resources in charge of chemical management, through workshops held in cooperation with the Department of Industrial Works of the MOI of Thailand, dispatching experts, providing training courses in Japan, and other efforts. In addition, METI and the MOI held policy dialogues once a year in order to review their achievements and discuss future policies on cooperation.

3. Cooperation under the new MOC

The newly concluded MOC, which shall be valid for three years, aims to further support Thailand in efficiently establishing chemical management systems based on the achievements of the first MOC. The main planned cooperative effort is providing technical cooperation through workshops with the Department of Industrial Works of the MOI of Thailand to support the establishment of risk assessment and management systems in Thailand. In addition, Japan will maintain communication with Thailand regarding the achievements of such efforts and future policies during policy dialogues and at other opportunities. Through such cooperation, further progress in chemical management system development in Thailand is expected.

For the purpose of strengthening this bilateral cooperation in collaboration with the governments and private sectors, the National Institute of Technology and Evaluation (NITE) and the Japan Chemical Industry Association (JCIA) also signed the new MOC as witnesses.
