Agency for Natural Resources and EnergyMETI Compiles the Results of a Study on the Circumstances Surrounding the Electricity Business for the Full Liberalization of Entry into the Electricity Retail Market

On December 28, 2015, the Ministry of Economy, Trade and Industry (METI) released the results of a study on the circumstances surrounding the electricity business, on which the members of the Advisory Committee for Natural Resources and Energy had held discussions since June 2015, for the full liberalization of entry into the electricity retail market, which is to be implemented in April 2016.

1. Background

The Amended Electricity Business Act (3rd Stage), which was enacted in June 2015, stipulates that the government shall conduct a study on the circumstances surrounding the electricity business, such as the situations surrounding electricity supply and demand, the levels of electricity rates, and the implementation status of measures taken based on the Basic Energy Plan, before the implementation of the full liberalization of entry into the electricity retail market, which is to be implemented in April 2016.

In light of this stipulation, the members of the Advisory Committee for Natural Resources and Energy began to hold discussions at the meetings of the Working Group on System Design under the Electricity System Reform Subcommittee in June 2015. Since the establishment of the Basic Policy Subcommittee on Electricity, the members of the Advisory Committee for Natural Resources and Energy have been holding discussions at the meetings of this Subcommittee. They met a total of five times to examine and discuss the circumstances surrounding the electricity business.

On December 28, 2015, in light of these discussions, the government released the results of a study on the circumstances surrounding the electricity business.
