Agency for Natural Resources and EnergyEighth Japan-India Energy Dialogue is Held in Tokyo-Japan and India agree upon the Japan-India Energy Partnership Initiative-

On January 12, 2016, the governments of Japan and India held the Eighth Japan-India Energy Dialogue in Tokyo and agreed to deepen their comprehensive cooperation in the energy sector. Mr. Motoo Hayashi, Minister of Economy, Trade and Industry of Japan, signed a joint statement with H.E. Mr. Piyush Goyal, Minister of State for Power, Coal and New and Renewable Energy of India, as the chairs of the Dialogue.

The details of the joint statement are as follows.

(1) Strengthening of bilateral dialogue

  • Both sides are to explore synergy in the Electricity WG and the Renewable Energy WG by holding joint meetings of the two WGs as needed, etc., in order to effectively proceed with discussions on grid stabilization.
  • Both sides explore opportunities of cooperation between METI Japan and Indian States in the area of energy policies.
  • The parties are to initiate a joint study between the Institute of Energy Economics, Japan (IEEJ) and the National Institution for Transforming India (NITI) Aayog on the best energy mix in India.

(2) Electricity and renewable energy

  • Both sides are to strengthen cooperation regarding clean coal technologies as a pragmatic measure in achieving economic growth and enhancing power generation capacity.
  • Both sides are to establish the Japan-India Energy Storage Taskforce to take measures to increase grid stabilization that will become necessary for the large-scale introduction of renewable energy.
  • The Japan Bank for International Cooperation (JBIC) and the Indian Government are to initiate a joint study on the development of the investment environment to promote the introduction of renewable energy in India.

(3) Energy conservation

  • Both sides are to support more effective implementation of the Perform, Achieve and Trade (PAT) scheme in India.
  • Both sides are to cooperate in disseminating the outcomes from the demonstrations regarding cutting-edge waste-heat-recovery technologies conducted by the New Energy and Industrial Technology Development Organization (NEDO).

(4) Energy resources (petroleum and natural gas)

  • Both sides confirmed their cooperation in creating a flexible and liquid LNG market through the relaxation of destination clauses.
  • Both sides are to cooperate to ensure the security of oil and gas supplies.
