Cabinet Approves the Cabinet Order on the Partial Revision of the Order for Enforcement of the Ordnance Manufacturing Act

On January 15, 2016, the Cabinet decided to approve the Cabinet Order on the Partial Revision of the Order for Enforcement of the Ordnance Manufacturing Act.
This Cabinet Order stipulates necessary revisions such as the expansion and enhancement of the collection of reports stipulated in the Order for Enforcement of the Ordnance Manufacturing Act, in order to respond to the changes in socioeconomic circumstances surrounding the manufacturing and sales of ordnance and the like.

1. Details of the revisions

Only production quantities and inventory quantities are currently subject to the collection of reports. This Cabinet Order further stipulates that, concerning business operators connected with hunting guns, 1) the types of hunting guns they manufacture (including those that they repair; the same shall apply hereinafter) or sell, 2) the conditions of the storage of such hunting guns, and 3) other matters regarding their operations shall become subject to the collection of reports and that, concerning business operators that manufacture ordnance, 1) the types of ordnance they manufacture, 2) their facilities for manufacturing, 3) the conditions of storage, and 4) matters regarding their other operations shall become subject to the collection of reports.
Also, the current Cabinet Order stipulates that the number of times that reports are collected shall be limited to once a month. This limitation, however, shall be eliminated in this Cabinet Order, in order to guarantee the effectiveness of such collections of reports for the appropriate enforcement of the Act.
The aforementioned revisions will enable a more precise understanding of business conditions.

The purpose of this Act is to contribute to the sound operation of the national economy by coordinating business activities concerning ordnance manufacturing as well as to ensure public safety by regulating the manufacturing, sales, and other kinds of handling of ordnance and hunting guns.
