State Minister Takagi Visits the United Arab Emirates (UAE) and Saudi Arabia

From January 17 through 19, 2016, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, visited the United Arab Emirates (UAE) and Saudi Arabia. During his stay, State Minister Takagi had meetings with dignitaries from Abu Dhabi, UAE and Saudi Arabia. Also, in Abu Dhabi, he participated in the Abu Dhabi-Japan Energy Efficiency Improvement Forum and the Japan-UAE Space Symposium, in addition to the World Future Energy Summit (WFES).

1. Participation in international conferences, etc.

(1) WFES

State Minister Takagi participated in the WFES, which is an international conference and exhibition concerning renewable energy and environmental technologies in which dignitaries from many countries participate. In addition, taking advantage of this opportunity, he and dignitaries from Abu Dhabi, UAE exchanged opinions on cooperation between Japan and the UAE including the oil concessions held by Japanese companies.

(2) Abu Dhabi-Japan Energy Efficiency Improvement Forum

State Minister Takagi participated in the Abu Dhabi-Japan Energy Efficiency Improvement Forum, which was organized by both the Abu Dhabi National Oil Company (ADNOC) and the Japan Cooperation Center for the Middle East (JCCME), and along with H.E. Abdulla Nasser Al Suwaidi, Director General of ADNOC, gave an opening speech. He expressed the importance of cooperation between Japan and the UAE, leveraged with the abundant knowledge and technologies that Japan holds in the field of energy conservation, as well as expressing his expectation that efforts made in this field in Abu Dhabi would make progress.

(3) Japan-UAE Space Symposium

State Minister Takagi participated in the Japan-UAE Space Symposium, which was held through cooperation between the Cabinet Office of the Government of Japan and the UAE Space Agency, and gave an opening speech as the representative of Japan. He expressed his expectation that the technologies and know-how that Japan holds in the field of space technology would contribute to the development of space science in the UAE along with his expectation that cooperation in the mentioned field between Japan and the UAE would be enhanced in the future.

2. Meetings with dignitaries from the UAE (Abu Dhabi)

(1) H.E. Khalifa Mohammed Al Kindi, Chairman of the Central Bank of the UAE, and H.E. Abdulla Nasser Al Suwaidi, Director General of ADNOC

State Minister Takagi affirmed the importance of having a stable supply of crude oil and human resource development in the field of petroleum with H.E. Khalifa Mohammed Al Kindi, Chairman of the Central Bank of the UAE, and H.E. Abdulla Nasser Al Suwaidi, Director General of ADNOC, as well as encouraging support for the renewal of the oil concessions held by Japanese companies in Abu Dhabi.

Also, they exchanged opinions on the strengthening of cooperation in a wide range of areas including education, medical care, leading-edge technology, and energy conservation for the further enhancement of their cooperative relationship in the energy field, which is favorable and mutually beneficial.

Also, in the presence of Chairman Al Kindi and Director General Al Suwaidi, State Minister Takagi attended a signing ceremony held after the aforementioned meeting for an agreement concerning a loan that the Japan Bank for International Cooperation (JBIC) is to provide for ADNOC in order to secure a stable supply of crude oil.

(2) H.E. Mr. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Abu Dhabi Executive Affairs Authority

State Minister Takagi and H.E. Mr. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Abu Dhabi Executive Affairs Authority, exchanged opinions on matters including their perspectives on the circumstances surrounding the Middle East and the importance of further promoting cooperation in a wide range of areas including industry, leading-edge technology, medical care, and infrastructure with energy cooperation as its core, and State Minister Takagi encouraged support for the renewal of the oil concessions owned by Japanese companies in Abu Dhabi. Also, they agreed upon the importance of further enhancing the cooperative relationship between Japan and the UAE, which had been built over a long period of time, under the strong leadership of the leaders of Japan and the UAE.

(3) H.E. Suhail Mohamed Al Mazrouei, Minister of Energy

State Minister Takagi and H.E. Suhail Mohamed Al Mazrouei, Minister of Energy, exchanged opinions on matters including trends in and prospects for the international oil markets, the impacts of such trends on the economy and petroleum development in the Middle East, the energy situations in Japan and the UAE, and cooperation in the field of energy conservation, and State Minister Takagi encouraged support for the renewal of the oil concessions owned by Japanese companies in Abu Dhabi. Also, they affirmed that Japan and the UAE would further strengthen their mutually beneficial and cooperative relationship in the energy field as partners.

3. Meetings with dignitaries from Saudi Arabia

(1) H.E. Mr. Ali bin Ibrahim Al-Naimi, Minister of Petroleum and Mineral Resources

State Minister Takagi and H.E. Mr. Ali Al-Naimi, Minister of Petroleum and Mineral Resources, exchanged opinions on matters including trends in and prospects for the international oil markets, the energy situations in Japan and Saudi Arabia, and affirmed the importance of cooperation for securing a stable supply of crude oil. Also, they agreed that they would strengthen industrial cooperation including human resource development and support for SMEs along with cooperation in the field of energy conservation.

(2) H.E. Eng. Adel M. Fakeih, Minister of Economy and Planning

State Minister Takagi and H.E. Eng. Adel M. Fakeih, Minister of Economy and Planning, affirmed the progress in the cooperative relationship in the economic field between Japan and Saudi Arabia including industrial human resource development, and they expressed their expectations for Japanese companies’ participation in projects for the development of infrastructure etc. to be conducted in Saudi Arabia. At the same time, they exchanged opinions on the possibility of cooperation in new areas and the economic conditions in Saudi Arabia.

(3) H.E. Dr. Tawfig Fawzan Alrabiah, Minister of Commerce and Industry

State Minister Takagi and H.E. Dr. Tawfig Fawzan Alrabiah, Minister of Commerce and Industry, affirmed the progress of the activities of the Japan-Saudi Arabia Industrial Cooperation Task Force, which serves as a framework for industrial cooperation between Japan and Saudi Arabia. Also, they exchanged opinions on the possibility of further cooperation in the fields of SMEs and renewable energy and agreed that both countries would continue to further cooperate in order to strengthen their economic relationship.

(4) H.E. Dr. Walid bin Hussein Abu Al-Faraj, Vice President of K.A.CARE (ministerial level)

State Minister Takagi and H.E. Dr. Walid bin Hussein Abu Al-Faraj, Vice President of the King Abdullah City for Atomic and Renewable Energy (K.A.CARE), exchanged opinions on the development of renewable energy in Saudi Arabia and the possibility of cooperation between Japan and Saudi Arabia leveraged with Japan’s technologies and knowledge.

(5) H.E. Dr. Abdulrahman Al Zamil, Chairman of the Council of Saudi Chambers (CSC)

State Minister Takagi and H.E. Dr. Abdulrahman Al Zamil, Chairman of the CSC, affirmed the progress in the business relationship and cooperative relationship in the field of industry between Japan and Saudi Arabia, and expressed their expectations for further participation in the field of infrastructure by Japanese companies. At the same time, State Minister Takagi exchanged opinions with Chairman Al Zamil in order to enhance support and their cooperative relationship for further business expansion by Japanese companies, taking into account opinions of Chairman Al Zamil on the economic conditions in Saudi Arabia.

Taking advantage of this visit to the UAE and Saudi Arabia, State Minister Takagi exchanged opinions on the current conditions of and future prospects for businesses in these countries with persons concerned with Japanese companies that are expanding their businesses in these countries.
