METI and the Fukushima Prefectural Government Conclude an Agreement on the Development and Operation of Robot Testing Fields and the International Industry-Academia-Government Collaboration Facilities for Robots under the Fukushima Innovation Coast Framework

On January 21, 2016, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, and Mr. Masaaki Suzuki, Deputy Governor of Fukushima Prefecture, concluded an agreement on the development and operation of the Robot Testing Fields and the International Industry-Academia-Government Collaboration Facilities for Robots. Based on this agreement, the Ministry of Economy, Trade and Industry (METI) and the Fukushima Prefectural Government will jointly promote the development and operation of these bases, which will play core roles under the Fukushima International Research Industrial City (Innovation Coast) Framework hereafter.

1. Background of this agreement

The Robot Testing Fields and the International Industry-Academia-Government Collaboration Facilities for Robots are to be developed starting in FY 2016 as bases that will play core roles under the Fukushima International Research Industrial City (Innovation Coast) Framework.
In March 2015, METI released interim reports prepared by individual workshops which were held for the purpose of materializing these bases. At a meeting of the Innovation Coast Scheme Promotion Committee in June 2015, METI presented an outline of projects under the framework and future milestones. In light of these discussions, METI has been taking concrete measures regarding these bases including compilation of necessary budget in the FY 2016 Draft Budget. In addition, METI and the Fukushima Prefectural Government have been jointly holding discussions on the future directions for the development and operation of these bases.

2. Key stipulations of this agreement

In this agreement, METI and the Fukushima Prefectural Government confirmed the directions for and the roles and responsibilities of each side regarding the development and operation of these bases in light of the past discussions that METI and the Fukushima Prefectural Government had held, so that these bases would fulfill the necessary criteria as the core for the promotion of the Fukushima Innovation Coast Framework to realize the development of a new robot-related industrial cluster in the Hamadori area of Fukushima Prefecture and the creation of employment there.

This agreement stipulates that by the end of FY 2015 the planning committee jointly established by METI and the Fukushima Prefectural Government will compile a detailed grand design such as the functions of these bases, and that the Fukushima Prefectural Government will develop these bases with financial support from the national government.
Also, concerning the administration of these bases, it stipulates that the Fukushima Prefectural Government will newly establish an administrative corporation which operates these bases and that METI will make financing and human resources efforts to support the corporation and will promote the utilization of these bases.

Based on this agreement, METI and the Fukushima Prefectural Government will jointly promote the development and operation of these bases, which will play core roles under the Fukushima International Research Industrial City (Innovation Coast) Framework, hereafter.
