Agency for Natural Resources and EnergyFormulation of the Guidelines Concerning the Management of the Electricity Retail Business
In light of proposals made by the Electricity Market Surveillance Commission, the Ministry of Economy, Trade and Industry (METI) hereby announces the formulation of the Guidelines Concerning the Management of the Electricity Retail Business, which specifies matters including methods for appropriate information provision for electricity consumers by retail electricity suppliers, in order to enhance the protection of such consumers towards the full liberalization of entry into the electricity retail market, which is to be implemented in April 2016.
On April 1, 2016, the full liberalization of entry into the electricity retail market is to be implemented, which is to enable all electricity consumers including households and shops to freely choose from various electric power companies and service plans.
Accordingly, METI has been conducting prior registration for business operators that desire to retail electricity starting in April 2016 (retail electricity suppliers), and various business operators are to enter into the electricity retail market. Therefore, it is important to urge business operators including retail electricity suppliers to observe the Electricity Business Act and other relevant laws and regulations in order to soundly develop the electricity business and to enhance consumer protection so that they may have peace of mind about receiving supplies of electricity.
On January 22, 2016, METI received proposals on the formulation of the Guidelines Concerning the Management of the Electricity Retail Business pursuant to the provisions of Article 66-13, paragraph (1) of the Electricity Business Act from the Electricity Market Surveillance Commission. In light of the received proposals, METI has formulated the said Guidelines.
