Results of the Second Meeting of the Sino-Japanese Distribution and Exchange Dialogue

Aiming to fortify Japan-China discussion channels in the distribution sector, the second meeting of the Sino-Japanese Distribution and Exchange Dialogue was held on March 23 and 24, 2016, in Tokyo. The meeting consisted of an inter-governmental dialogue and a public-private dialogue forum.

1. Background

With personnel interchanges between Japanese and Chinese distributors increasing, the governments of Japan and China have recognized the distribution sector as a key policy field in which their discussion channels should be enhanced. Accordingly, a memorandum on the establishment of a Distribution and Exchange Dialogue at the Director-General level was concluded during the Japan-China High-Level Economic Dialogue held in Beijing at the end of August 2010.
At the first meeting of the dialogue in March 2012, both sides discussed and reported the development trends in the distribution industry and the ideal approaches to the distribution policy. They also reviewed the record of issues which many Japanese distributors in China have asked be resolved, considering the current situation surrounding the challenges in both countries..
Being held for the first time in about four years, this meeting also included an inter-governmental dialogue and a public-private dialogue forum, following on from the first meeting. Participants shared experiences and ascertained cooperation toward resolving the issues, and views were exchanged between the public and private sectors in the distribution sectors in both countries.

2. Agenda for the second meeting

  1. Inter-governmental dialogue
    1. Exchanging information on the trends in distribution policy and the current situation surrounding the distribution industry in both countries
    2. Discussing the difficulties in further enhancing the Japan-China relationship in the distribution sector and reporting the current situation surrounding the distribution industry of both countries in terms of resolving the issues as well as introducing their policies for the distribution sector
  2. Public-private dialogue forum
    1. Presentations on the distribution field delivered by experts
    2. Presentations by personnel from participating companies

3. Results

At the meeting, both sides discussed and reported the development trends in their distribution industry and the ideal approaches to distribution policy, following on from the first meeting. They also reviewed the issues which many Japanese distributors in China have asked be resolved, considering the current situation surrounding the issues in both countries.

  1. Reporting the current situation surrounding the distribution industry and the policies in the distribution sector in both countries
    The Japanese side successfully explained to the Chinese side the characteristics of Japan’s distribution industry, including franchise business, highlighting convenience store chains as an example, and retail businesses. It also emphasized that convenience stores will not only contribute to modernization in the small and medium-sized retail industry but also play a significant role in providing services to the public in addition to product sales, and received China’s recognition of these facts.
    The Chinese side explained to the Japanese side the current situation surrounding the development of both face-to-face commerce in department stores or shops and e-commerce and also the high potential for the franchise business sector in China. Concerning the issues, it expressed that it welcomes business development and expansion by Japanese companies in China.
    As for the schedule of the third meeting, Japan proposed holding it in FY2016.
  2. Discussions at the public-private dialogue forum Focusing on the topic of convenience stores, in which China has been showing keen interest, Japanese and Chinese experts delivered keynote speeches, and managers of Japanese distributors in China made presentations and held Q&A sessions.
