Agency for Natural Resources and Energy Innovative Energy Strategy was Compiled

In the fall of 2015, Prime Minister Shinzo Abe held a public-private dialogue and issued instructions to take advantage of the restrictions on energy and environmental field to increase new investments. In response, the Ministry of Economy, Trade and Industry (METI) has been developing the Innovative Energy Strategy and finalized it on April 18, 2016.

1. Background and objectives

In July 2015, Japan formulated the Long-term Energy Supply and Demand Outlook (energy mix) and set ambitious targets, including [i] thorough energy efficiency and conservation (improving energy efficiency by 35%, an equivalent level to the post-oil crisis period) and [ii] maximum introduction of renewable energy (doubling the current figure).

To meet these targets, it is essential for Japan to develop comprehensive policy measures, not leaving the matter solely to the markets. Aiming to integrally improve the related systems, METI has formulated the Innovative Energy Strategy. Through this strategy, it will endeavor to facilitate investment in the energy fields and greatly improve energy efficiency, thereby simultaneously achieving a strong economy and a reduction of carbon dioxide emissions.

In addition, the implementation of the strategy is expected to bring about economic effects, in FY2030, of 28 trillion yen in the field of energy-related investments, such as energy efficiency and conservation and renewable energy, including 1 trillion yen in the field of hydrogen-related investment.

2. Key points of the strategy

  1. Thorough energy efficiency and conservation
    • Expanding the scope of targets of the Energy Efficiency Benchmark Program to all industries
    • Enhancing the introduction of energy efficiency and conservation efforts into the fields of SMEs(Small and Medium-sized Enterprises), house and transportation
  2. Expanding the introduction of renewable energy-Ensuring compatibility between maximum introduction and expansion, and inhabitation of public burden
  3. Establishing new energy systems
    • Simultaneously encouraging new entrants to the field of electricity and reducing carbon dioxide emissions
    • Starting up an integrated energy system of renewable energy and energy efficiency and conservation are integrated
    • Establishing an energy system of local production for local consumption

New development of the energy efforts through Innovative Energy Strategy

  1. Paradigm shift of the energy efficiency and conservation policies
  2. Creating low-carbon power-source market and reestablishing renewable energy industries
  3. Innovation of energy industries utilizing IoT
  4. Establishing a strategy for creating hydrogen society toward the post-2030 era
  5. Realization of the Fukushima plan for a new energy society
