Joint Press Release with the Consumer Affairs Agency Recall of Pressure Cookers Imported by SIS Co., Ltd. (Product Recall)

A serious product accident has occurred with pressure cookers imported by SIS Co., Ltd. Specifically, when a user touched a cooker lid after finishing cooking, the lid came off and the contents splattered, causing the user to suffer burns.

The Ministry of Economy, Trade and Industry (METI) was informed of this accident as a serious product accident (Control number: A201400607) and announced the accident on December 26, 2014, in accordance with Article 35 (1) of the Consumer Product Safety Act, which relates to an accident of unclear origin in a product other than a gas or oil appliance.

On January 19, 2016, METI announced on its Product Safety Guide website that the cause of the accident is estimated that the significant difference in sizes between the external diameter of a safety lock pin in the lid of the product and the internal diameter of a hole as an engaging portion of the pin caused the locking mechanism of the lid to expand and the size of the locked portion to contract when a user touched a handle of the product subject to the internal pressure, causing the lid to come off due to the internal pressure and the contents to splatter.

To prevent further accidents, the company today made an official announcement on its website to start a product recall, including the same product models.

METI would like to encourage consumers who have purchased the products subject to the recall to return them to the company in order to prevent any further accidents.

1. Nature of the accident and recurrence-prevention measures

1) Nature of the accident
A serious product accident has occurred with pressure cookers imported by SIS Co., Ltd. Specifically, when a user touched a lid of the cooker after finishing cooking, the lid came off from the product and the contents splattered around, causing the user to suffer burns (Control number: A201400607).
Three serious-accident reports subject to Article 35 (1) of the Act have been submitted (Control Nos.: A201400607, A201100986, A201100402).
As for Control No. A201400607, the cause of the accident is estimated that the significant difference in sizes between the external diameter of a safety lock pin in the lid of the product and the internal diameter of a hole as an engaging portion of the pin caused the locking mechanism of the lid to expand and the size of the locked portion to contract when a user touched a handle of the product subject to the internal pressure, causing the lid to come off due to the internal pressure and the contents to splatter.
Out of the three serious accidents, as for Control No. A201100986, the cause of the accident was through to be that a user tried to open a lid of the product without reducing the internal pressure, causing the lid to come off the product. However, the detailed state of the accident was not confirmed and it was not identified that the accident was caused due to the product. Thereby, it was decided to finish the investigation.
As for Control No. A201100402, the cause of the accident was through to be that a user tried to carry the product by holding a handle mounted at the upper section of a lid while the locking of the lid and the body of the product was unsecured, causing the lid to come off the body, cooked food to splatter and the user to suffer burns. Furthermore, there was no description either on the body or in the manual to prohibit users to carry the product by holding the lid handle. Accordingly, it was estimated that these facts might affect the cause of the accidents and it was decided to finish the investigation. The results of the investigations on these accidents are also publicized on the Product Safety Guide website.
In addition, one other product accident was reported to the National Institute of Technology and Evolution (NITE), which is not covered by Article 35 (1) of the Act. NITE has already finished the investigation since the cause of the accident was not identified, and the results have been publicized.
