Agency for Natural Resources and Energy The Guidelines Concerning the Management of the Electricity Retail Business Revised

In light of the proposals formulated by the Electricity and Gas Market Surveillance Commission, the Ministry of Economy, Trade and Industry (METI) revised, on July 22, 2016, the Guidelines Concerning the Management of the Electricity Retail Business, which were established in January 2016.

In response to the full liberalization of entry of a variety of businesses to the electricity retail market from April 1, 2016, the guidelines were formulated to show the related businesses the approaches to observing the Electricity Business Act and other relevant laws and regulations, and also those urging the voluntary efforts of such businesses in strengthening compliance. Through these efforts, the guidelines also aim to enhance the protection of electricity consumers, ensure consumers enjoy a stable electricity supply, and contribute to the sound development of the electricity industry.

METI conducted surveys for studying the market situations before and after the introduction of the full liberalization of entry to the electricity retail market and the progress of actions by the businesses as targets of the guidelines and other regulations. Based on the results of the surveys as well as the proposals by the commission formulated based on its discussion results, METI decided to revise the guidelines to add a new desirable action that electricity retail businesses should publicize their intermediary, agency and brokerage businesses as business alliances on their official websites or other means in a reader-friendly manner.
