Joint Press Release with the Ministry of Education, Culture, Sports, Science and Technology First Meeting of the Working Group for Deepening Industry-Academia-Government Collaboration to be Held

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) will jointly establish a Working Group for Strengthening Industry-Academia-Government Collaboration (hereinafter referred to as the “working group”). The working group will discuss concrete approaches to formulating the Guidelines for Fortifying Joint Research Undertaken through Collaboration between Industry, Academia and the Government (tentative name), as an effort for strengthening industry-academia-government collaboration, which is one of the goals set in the Japan Revitalization Strategy 2016.

1. Background and purpose

In light of the goals set in the Japan Revitalization Strategy 2016, which was approved by the Cabinet in June 2, 2016, and aiming to promote innovation in industry, academia and government sectors, METI and MEXT jointly established the Council of Industry-Academia-Government Dialogues for the Promotion of Innovation to provide opportunities for representatives and officials from the sectors to hold dialogues and to discuss the roles and concrete measures required from the respective sectors, and the council held its first meeting on July 27, 2016.

According to the operation guide formulated by the council, METI and MEXT decided to establish a Working Group for Strengthening Industry-Academia-Government Collaboration under the council, and the working group will hold the first meeting on September 20, 2016.

The working group will focus on the smooth facilitation of industry-academia-government collaboration and, from this perspective, it will discuss concrete approaches to formulating guidelines for fortifying joint research undertaken through collaboration between industry, academia and the government; and produce a compilation of the prescriptions, approaches and other actions to overcome challenges that universities and other organizations are facing. The results of the working group discussion will be utilized by the council in formulating the guidelines in the fall of 2016.

2. Outline of the first meeting of the working group

At the first meeting, the members of the working group will discuss the details of the guidelines, issues to be tackled for launching full-fledged joint research, and other matters.

3. Announcement to public observers and observers from the press

The proceedings of the meeting will not be publicized in principle in order to avoid the disclosure of information that may contain discussion on matters directly related to individual interests.

However, the materials distributed in the meeting and a summary of the proceedings will be publicized after the meeting, in principle.
