METI Parliamentary Vice-Minister Nakagawa Visited Norway

From October 21 (Fri.) to 23 (Sun.), 2016, Mr. Toshinao Nakagawa, Parliamentary Vice-Minister of Economy, Trade and Industry, visited Oslo, the Kingdom of Norway, to attend an Informal Ministerial Meeting on the WTO organized by Norway and a ministerial meeting of the member countries concerning the WTO Environmental Goods Agreement (EGA) negotiations.

1. Informal Ministerial Meeting on the WTO organized by Norway (October 21 (Fri.) and 22 (Sat.))

The Informal Ministerial Meeting on the WTO brought together officials from 25 countries and regions, including Japan, the United States, the European Union (EU), China, India, South Africa, and Brazil, as well as Mr. Roberto Azevêdo, Director-General of the World Trade Organization (WTO), under the chairmanship of H.E. Mr. Børge Brende, Minister of Foreign Affairs of Norway. At the meeting, participants discussed issues concerning: safeguarding the multilateral trading system and strengthening the WTO; advancing economic growth through international trade; regional trade agreements (a source of inspiration for work in the WTO); and securing success at the 11th WTO Ministerial Conference (MC11) and beyond. As representatives of Japan, Parliamentary Vice-Minister Nakagawa, Mr. Kentaro Sonoura, Parliamentary Vice-Minister for Foreign Affairs, and Mr. Katsuo Yakura, Parliamentary Vice-Minister for Agriculture, Forestry and Fisheries, attended the meeting.

Parliamentary Vice-Minister Nakagawa stated the importance of advancing discussions with ensured transparency toward making rules of digital trade, placing the free flow of information at the core, and the importance of concluding the negotiations of the WTO Environmental Goods Agreement (EGA) and the Trade in Services Agreement (TiSA) by the end of 2016. In addition, referring to regional trade agreements, Mr. Nakagawa proposed that the WTO members should revise the WTO rules.

2. Ministerial Meeting of the member countries concerning the WTO EGA negotiations (October 22 (Sat.))

A Ministerial Meeting was held bringing together officials from 11 WTO EGA member countries, namely, Japan, the United States, the EU, Australia, Canada, China, the Republic of Korea, New Zealand, Singapore, Switzerland, and Norway, as well as Mr. Roberto Azevêdo, Director-General of the WTO. Participants discussed issues aimed to conclude the WTO EGA by the end of 2016.

3. Exchanging opinions with attending ministers and other officials

Among the ministers and other officials who attended the above meetings, Parliamentary Vice-Minister Nakagawa exchanged opinions with H.E. Mr. Todd McClay, Minister of Trade of New Zealand, H.E. Mr. Wang Shouwen, Vice Minister of Commerce of People’s Republic of China, and Mr. Joo Hyunghwan, Minister of Trade, Industry and Energy of the Republic of Korea, respectively.
