Joint press release with the Ministry of the Environment FY2015 Amounts of Fluorocarbons Packed in and Recovered from Commercial Air-conditioning and Refrigeration Units Pursuant to the Revised Fluorocarbons Recovery and Destruction Law

Pursuant to the Act for Rationalized Use and Proper Management of Fluorocarbons (hereinafter referred to as the “Revised Fluorocarbons Recovery and Destruction Law”), the Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) have compiled information on the amounts of fluorocarbons packed in* and recovered from commercial refrigeration and air-conditioning units in FY2015.

*Note: From FY2016 (from the report on FY2015 amounts), METI started releasing information on the amounts of fluorocarbons packed in such units based on the reports on such amounts from businesses.

1. Summary of the compiled results of the amounts of packed and recovered fluorocarbons in FY2015

1) Amount of fluorocarbons packed in such units

In FY2015, the total number of such units in which fluorocarbons were packed was around 0.61 million, and the total amount of fluorocarbons packed in such units was around 5,165 tons.

A breakdown of the amount of fluorocarbons packed in such units during occasions other than installation or during installation is as follows:

a) Fluorocarbons packed in such units during occasions other than installation

In FY2015, the total number of such units in which fluorocarbons were packed during occasions other than installation was around 0.45 million, and the total amount of fluorocarbons packed in such units during occasions other than installation was around 3,199 tons (see Table 1).

b) Fluorocarbons packed in such units during installation

In FY2015, the total number of such units in which fluorocarbons were packed during installation was around 0.16 million, and the total amount of fluorocarbons packed in such units during installation was around 1,966 tons (see Table 1).

2) Amount of fluorocarbons recovered from such units

In FY2015, the total number of such units from which fluorocarbons were recovered was around 1.54 million (an increase of around 10% from the previous fiscal year), and the amount of fluorocarbons recovered from such units was around 4,841 tons (an increase of around 9.4% from the previous fiscal year).

A breakdown of the amount of fluorocarbons recovered from such units during disposal or maintenance* is as follows:

a) Fluorocarbons recovered from such units during disposal

In FY2015, the total number of such units from which fluorocarbons were recovered during disposal was around 1.29 million (an increase of around 9.7% from the previous fiscal year), and the amount of fluorocarbons recovered from such units was around 3,499 tons (a decrease of around 16.7% from the previous fiscal year) (see Table 1).

b) Fluorocarbons recovered from such units during maintenance

In FY2015, the total number of such units from which fluorocarbons were recovered during maintenance was around 0.25 million (an increase of around 13.5% from the previous fiscal year), and the amount of fluorocarbons recovered from such units was around 1,342 tons (a decrease of around 5.8% from the previous fiscal year) (see Table 1).

*Note: The term “during maintenance” refers to the time when fluorocarbons contained in commercial refrigeration and air-conditioning units are recovered during maintenance or repair and the units are used again after maintenance or repair rather than being disposed of.

2. Future action

Fluorocarbons are thought to destroy the ozone layer and advance global warming. To combat such effects, it is necessary to curb the emissions of fluorocarbons. To achieve this goal, METI will endeavor to make public the Revised Fluorocarbons Recovery and Destruction Law, which entered into force in April 2015, and an overview of the systems based on the law jointly with the MOE and local governments, while steadily promoting efforts for curbing the emissions of fluorocarbons.
