METI Parliamentary Vice-Minister Nakagawa Visits Switzerland

From January 19 to 21, 2017, Mr. Toshinao Nakagawa, Parliamentary Vice-Minister of Economy, Trade and Industry, visited Davos, Switzerland, to attend an Informal Ministerial Meeting on the WTO and an annual meeting of the World Economic Forum.

1. Informal Ministerial Meeting on the WTO (January 20 (Fri.))

An Informal Ministerial Meeting on the WTO was held on January 20 (Fri.), bringing together officials from 29 countries and regions, including Japan, the United States, the EU, China, India, South Africa and Brazil, as well as H.E. Mr. Roberto Azevêdo, Director-General of the World Trade Organization (WTO). Under the chairmanship of H.E. Mr. Johann N. Schneider-Ammann, Federal Councillor, Federal Department of Economic Affairs, Education and Research (EAER), Switzerland, participants confirmed the importance of the multilateral trading system, against the backdrop of the increasing protectionist momentum worldwide, and made discussions on outcomes to be achieved at the 11th WTO Ministerial Conference (MC11) as well as ideal approaches thereto. As representatives of Japan, Parliamentary Vice-Minister Nakagawa, Mr. Kentaro Sonoura, State Minister for Foreign Affairs, and Mr. Katsuo Yakura, Parliamentary Vice-Minister for Agriculture, Forestry and Fisheries, attended the meeting.

Parliamentary Vice-Minister Nakagawa stated the importance of making efforts in broad areas toward: early conclusion of Environmental Goods Agreement (EGA) and Trade in Services Agreement (TiSA); rule-making on digital trade centered on the “free flow of information” principle; and, further work for facilitating trade.

2. Annual meeting of the World Economic Forum (January 20 (Fri.))

Parliamentary Vice-Minister Nakagawa attended the Japan Session, a private meeting of the annual meeting, and exchanged views with business leaders and experts from Japan and the rest of the world concerning Japan’s leadership in the global society, priorities to be tackled for the Japanese economy, and other issues. Parliamentary Vice-Minister Nakagawa proactively conveyed the roles that Japan should play in the world through the Abenomics policy agenda, including promotion of free trade, establishment of a virtuous cycle between economic growth and distribution, and the Fourth Industrial Revolution.

3. Exchanging views with participating ministers

Among the ministers and other officials who attended the Informal Ministerial Meeting on the WTO, Parliamentary Vice-Minister Nakagawa exchanged views with Y.B. Dato’s Sri Mustapa Bin Mohamed, Minister of International Trade and Industry, Malaysia, Hon. Ramon M. Lopez, Secretary of Department of Trade and Industry, the Philippines, and H.E. Ms. Shim Ann, Senior Minister of State, Ministry of Trade and Industry, Singapore, respectively.
