Agency for Natural Resources and Energy The Guidelines Concerning the Management of the Gas Retail Business Established

In light of a proposal from the Electricity and Gas Market Surveillance Commission (EGC), the Ministry of Economy, Trade and Industry (METI) established the Guidelines Concerning the Management of the Gas Retail Business. The guidelines stipulate approaches that gas retail businesses should take to ensure the appropriate provision of information to gas consumers and other rules, aiming to enhance the protection of consumers toward the full liberalization of new entry into the electricity retail market from April 2017.

On April 1, 2017, the full liberalization of new entry into the gas retail market will be introduced and all gas consumers, including households and shops, will be able to freely choose a gas retail business and its service plan from a variety of options.

In line with this full liberalization, METI has been advancing prior registration of new entrants that intend to enter the gas retail market (gas retail business) from April 2017. Expecting a variety of businesses to enter the gas industry, METI considers it important to encourage gas retail businesses and other entities to observe the Gas Business Act and other related laws and regulations, aiming to enhance the protection of gas consumers, ensure gas supply to consumers, and advance the sound development of the gas industry.

On December 20, 2016, METI received a proposal from the EGC for establishing Guidelines Concerning the Management of the Gas Retail Businesses pursuant to the provisions of Article 47 (9) (i) of the Gas Business Act. In light of this proposal, METI established the guidelines.
