Cabinet Decision on the Bill of the Cabinet Order for Partial Revision of the Export Trade Control Order

On November 30, 2016, a formal meeting of the United Nations Security Council (UNSC) was held, and the Council confirmed that the nuclear test conducted by North Korea on September 9, 2016, violated UNSC Resolutions. Accordingly, the Council decided to strengthen UNSC resolution 2270 adopted in March 2016 and unanimously adopted UNSC resolution 2321 to enhance the strict control of individual’s travel and the entry of goods and money into the country. Resolution 2321 stipulates additional luxury goods subject to sanctions. In response, on February 17, 2017, the Cabinet decided to approve the Bill of the Cabinet Order for Partial Revision of the Export Trade Control Order.

1. Outline of the revision

Luxury goods are subject to sanctions under UNSC resolutions on North Korea. Japan has been taking measures to enforce and secure the implementation of these sanctions by designating luxury goods in Appended Table 2-2 of the Export Trade Control Order (hereinafter referred to as the “Export Order”).

Japan is to revise said Appended Table 2-2 of the Export Order to reflect the additionally specified luxury goods subject to sanction as per UNSC resolution 2321. Specifically, the following goods are to additionally be subject to sanctions:

  • Tapestry [Appended Table 2-2, 13(ii) of the Export Order]
  • Porcelain tableware [Appended Table 2-2, 13(iii) of the Export Order]

Note: In line with the revision in the Export Order, METI will also revise the related public notices and circular notices.
