Aggregated Results of the FY2015 Calculated Amount of Leaked Fluorocarbons under the System for Reporting and Publicizing the Calculated Amount of Leaked Fluorocarbons Compiled

Pursuant to the System for Reporting and Publicizing the Calculated Amount of Leaked Fluorocarbons under the Act for Rationalized Use and Proper Management of Fluorocarbons (hereinafter referred to as the “Revised Fluorocarbons Recovery and Destruction Law”), the Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) have aggregated data reported by businesses involved in fluorocarbons concerning the calculated amounts of fluorocarbons leaked from commercial refrigeration and air-conditioning units in FY2015, and compiled the results into a report.

As for specified fluorocarbon-leaking businesses,* the total number of businesses (offices) that submitted a report was 446 (specified offices: 259). The total calculated amount of leaked fluorocarbons reported by businesses was 2.35 million t-CO2.

1. Background

The System for Reporting and Publicizing the Calculated Amount of Leaked Fluorocarbons under the Revised Fluorocarbons Recovery and Destruction Law requires businesses that leak a significant amount of fluorocarbons from commercial refrigerators and air conditioners under their management (specified fluorocarbon-leaking businesses) to report the amount of leaked fluorocarbons to the government of Japan (hereinafter referred to as the “calculated amount of leaked fluorocarbons”). Following this, the system also requires the government of Japan to aggregate the reported data and make the results public.

*Note 1: The term “specified fluorocarbon-leaking businesses” refers to businesses whose total calculated amount of leaked fluorocarbons per year comes to 1,000 t-CO2 or more.

Concerning the FY2015 calculated amount of leaked fluorocarbons, a first effort since the inauguration of the system, METI and MOE have aggregated data reported by specified fluorocarbon-leaking businesses by company, sector and prefecture and compiled them into a report.

The system aims to ascertain and make public the current state of fluorocarbon leakage from target units in use, rather than focusing on the scale of leaked fluorocarbons, thereby promoting enhanced, appropriate management of such units and contributing to curbing fluorocarbon emissions. The amount of leaked fluorocarbons depends on the environments in which units are installed, types of fluorocarbons used in units, the size of units, the number of owned units, and other factors. Therefore, the scale of leaked fluorocarbons is not necessarily appropriate as a basis for comparison.

2. Outline of the aggregated results

The total number of businesses (offices) that submitted a report and the total calculated amount of leaked fluorocarbons that were reported by the businesses are as follows. The total calculated amount of leaked fluorocarbons reported was 2.35 million t-CO2.

1) Specified fluorocarbon-leaking businesses

Number of businesses that submitted reports: 446
Total calculated amount of leaked fluorocarbons: 2.35 million t-CO2

2) Specified offices**

Number of businesses that submitted reports: 259
Total calculated amount of leaked fluorocarbons: 680,000 t-CO2
**Note 2: The term “specified office” refers to offices established by specified businesses, from which a calculated amount of 1,000 t-CO2 of fluorocarbon per office is leaked.

3. Publication and request for disclosure

The METI Minister and the MOE Minister are authorized to categorize, by type of fluorocarbon, the aggregated results of the calculated amount of leaked fluorocarbons concerning specified fluorocarbon-leaking businesses, which is a data notified by a competent minister for the business, to aggregate the data by [i] company, [ii] sector and [iii] prefecture, and to make public the results along with certain pieces of information, including information on the current situation concerning differences in the calculated amount of leaked fluorocarbons, which is data provided by such specified businesses. Moreover, the ministers also make public the names of specified offices as well.

In addition, the METI Minister, the MOE Minister and a competent minister for the business will also make public the following types of information in response to requests for disclosure.

Individual specified fluorocarbon-leaking businesses
  • Name of business, address, name of representative, etc.
  • Calculated amount of leaked fluorocarbons by type of fluorocarbon, categorized by prefecture
  • Calculated amount of leaked fluorocarbons by prefecture
  • Actual amount of leaked fluorocarbons by type of fluorocarbon
  • Actual amount of leaked fluorocarbons by type of fluorocarbon, categorized by prefecture
Individual specified offices
  • Name of business, address, etc.
  • Actual amount of leaked fluorocarbons by type of fluorocarbon

Concerning all reports submitted by businesses, METI and MOE will accept requests for disclosure from 16:00, February 20, 2017. Moreover, the ministries in charge of the business will accept requests for disclosure of reports submitted by businesses in the sectors of which the ministries are in charge.
