Cabinet Decision on the Cabinet Order for the Partial Revision of the Order for Enforcement of the Act on the Rational Use of Energy

On February 21 (Tue.), 2017, the Cabinet decided to approve the Cabinet Order for the Partial Revision of the Order for Enforcement of the Act on the Rational Use of Energy.

The revised Order for Enforcement is to stipulate the new addition of showcases to the list of applicable equipment that is “particularly necessary to improve the rational use of energy” under the provisions of Article 78 of the Act on the Rational Use of Energy.

1. Outline of the revised Order for Enforcement

  • The revised provision is to stipulate the new addition of showcases to the list of applicable equipment that is “particularly necessary to improve the rational use of energy” (top-runner products) under the provisions of Article 78 of the Act on the Rational Use of Energy, on the premise that such showcases should satisfy predetermined requirements.
  • It also requires manufacturers and other entities of top-runner products that are subject to recommendations and orders under the Act on the Rational Use of Energy to satisfy a requirement that they should manufacture or import 100 or more showcase units in order to qualify.

Reference: Top Runner Program

 Concerning equipment that is “particularly necessary to improve the rational use of energy”, --pursuant to the provisions of Article 78 of the Act on the Rational Use of Energy--this program aims to define target criteria for the energy-efficient performance of such equipment, which manufacturers and other entities should achieve during the target fiscal year. The criteria for currently commercialized products are set based on the performance of the products with the highest energy consumption efficiency (called “top runners”) on the market, taking into account the future prospects for the technical development of those products in terms of the extent to which performance is expected to improve.
