Memorandum of Cooperation in the Field of Urban Transportation in Maputo Concluded

On March 15, 2017, following the Japan-Mozambique summit meeting in Tokyo, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) concluded a Memorandum of Cooperation in the Field of Urban Transportation in Maputo with the Municipality of Maputo and the Ministry of Transport and Communications, Mozambique, which was witnessed by the leaders of Japan and Mozambique. The memorandum aims to foster Japan-Mozambique cooperation in developing urban transportation in Maputo, the capital of Mozambique.

1. Background and purpose

Maputo, the capital of Mozambique, has been confronting the problem of worsening traffic jams on major arterial roads in the city caused by a dramatic surge in traffic volume due to a sharp population increase. As part of the effort to solve this problem and contribute to the economic development of the country, in February 2015, MLIT held a seminar in Maputo concerning a new type of transportation system, called “Automated Guideway Transit (AGT) system.” Following the seminar, from September 2016 to March 2017, METI conducted a project feasibility study aiming to introduce an AGT system into the city.

METI, MLIT, the Municipality of Maputo and the Ministry of Transport and Communications of Mozambique concluded a Memorandum of Cooperation in the Field of Urban Transportation in Maputo in order to recognize these efforts, further develop the Japan-Mozambique cooperative relationship and ensure the introduction of the AGT system in Maputo.

2. Key points of the memorandum

  • The Ministry of Transport and Communications of Mozambique and the Municipality of Maputo confirm their interests in further cooperating with METI, MLIT and other Japanese organizations as required in realizing the AGT project in Maputo.
  • The Municipality of Maputo assures that it will provide all necessary support, including all available data and information, if the in-depth feasibility study is to be implemented by Japan.
  • Japan and Mozambique confirm their further cooperation in realizing the AGT project in Maputo, including education and advanced skills training for Mozambican specialists concerning the operation of the AGT system.
