Guidelines for Appropriate Trade Practices in the Gasoline Industry Formulated

The Ministry of Economy, Trade and Industry (METI) recognizes the importance of making trade practices more appropriate in the gasoline industry so as to ensure the stable trade of gasoline that will not be affected by changes in the business environment, e.g., a decrease in the demand for oil products and management mergers of wholesale companies. As one of the efforts to achieve the goal, METI formulated new guidelines titled “Guidelines for Appropriate Trade Practices in the Gasoline Industry.”

In July 2016, the Natural Resources and Fuel Committee under the Advisory Committee for Natural Resources and Energy released a streamlined interim report. The report describes a compilation of the results of profound discussions concerning the enhanced transparency and appropriateness of wholesale trade in the distribution industries in the field of gasoline and other oil products and also shows the recommendations for the advancement of formulating guidelines for businesses in the field.

In response, the Study Group for Petroleum Refining and Distribution has discussed the detailed approaches to preparing such guidelines at a series of meetings since October 2016, and compiled discussion results into a report. Based on this report, METI formulated the Guidelines for Appropriate Trade Practices in the Gasoline Industry.

The guidelines aim to: establish a fair competitive environment and thereby promote the improvement of the environment in which oil products will continue to be securely and efficiently delivered to people and businesses across Japan; and raise the awareness of desirable trade and best practices among related industries, thereby filling the difference in perception between wholesale companies and their affiliated companies operating service stations through dialogue and discussion opportunities.
