METI State Minister Takagi Visits the United Arab Emirates (Abu Dhabi)
From March 25 (Sat.) to 29 (Wed.), 2017, Mr. Yosuke Takagi, State Minister of Economy, Trade and Industry, visited Abu Dhabi, the United Arab Emirates (UAE). During his visit to the country, he attended the Global Manufacturing & Industrialization Summit (GMIS), and also held meetings with H.E. Dr. Sultan Ahmed Al Jaber, Minister of State and CEO of Abu Dhabi National Oil Company (ADNOC), H.E. Dr. Maitha bint Salem Al Shamsi, Minister of State, H.E. Mr. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Abu Dhabi Executive Affairs Authority (EAA), and other dignitaries from the governments of the UAE and Abu Dhabi Emirate. He also held a meeting with H.E. Mr. Airlangga Hartarto, Minister of Industry, Indonesia, who participated in the GMIS meeting.
1. The GMIS meeting (March 28)
From March 28 to 30, 2017, the Ministry of Economy, the UAE, and the United Nations Industrial Development Organization (UNIDO) jointly held the Global Manufacturing & Industrialization Summit (GMIS), bringing together officials from governments, key industrial players, and experts from the private sector to discuss a vision to shape the future of manufacturing.
Note: Opening ceremony was held on March 27, before H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice President of the UAE and the ruler of Dubai Emirate, who attended the ceremony.
State Minister Takagi delivered a keynote speech at the plenary session on March 28, and stated that: [i] Japan has been advancing the policies of Abenomics to achieve its economic growth, and the fourth industrial revolution, e.g., IoT, artificial intelligence (AI), and robotics, is an important key to this end; [ii] METI proposes the new policy initiative called “Connected Industries” as a target that Japanese industries should achieve in the digital society, and it is implementing necessary measures; [iii] Japan agrees with the objectives of the GMIS and will contribute to its success through introduction of Japan’s robotics and AI technologies, e.g., displaying the humanoid robot known as “Pepper,” and several outstanding technologies developed by Japanese manufacturing industry in the Japan Pavilion, one of the largest spaces in the exhibition; and [iv] Japan will introduce advanced technologies developed by SMEs that sustain Japan’s innovative technologies and industrial competitiveness.

2. Meetings with dignitaries of the governments of the UAE and Abu Dhabi Emirate (March 26 and 27)
Mr. Takagi encouraged those dignitaries to extend concessions of the oil fields offshore Abu Dhabi possessed by Japanese companies. Both sides agreed to further promote cooperation in various fields, such as diversification of industries including contribution to the GMIS, investment promotion, human resource development, advanced technologies, SMEs, and promotion of networking among career women.
At the meeting with H.E. Mr. Khaldoon Khalifa Ahmed Al Mubarak, Chairman of the Abu Dhabi EAA, Chairman Al Mubarak showed his appreciation for Japan’s cooperation so far, and both sides exchanged views concerning future potential to develop cooperation in the field of advanced technologies and other areas.
At the meeting with H.E. Dr. Sultan Ahmed Al Jaber, Minister of State, Minister Al Jaber showed his appreciation for partnership so far between the UAE and Japan in both public and private sector. Both sides agreed to continue expanding Japan-UAE comprehensive cooperation in petroleum sector covering from upstream to downstream.
At the meeting with H.E. Dr. Maitha bint Salem Al Shamsi, Minister of State, both sides agreed to advance cooperation in promotion of networking among career women. In addition, Minister Al Shamsi exchanged views with Japanese women SME managers who were supposed to attend the GMIS.
At the meeting with H.E. Eng. Suhail bin Mohamed Faraj Fares Al Mazroui, Minister of Energy, the UAE, both sides discussed the UAE’s long-term energy strategy as well as the potential of Japan-UAE cooperation. In addition, they also exchanged views concerning current trends in the global crude oil markets, trend and background of oil production reduction coordinated by oil producers including OPEC members, and other issues.

3. Meeting with Minister Airlangga, Indonesia (March 28)
State Minister Takagi held a meeting with H.E. Mr. Airlangga Hartarto, Minister of Industry, Republic of Indonesia, who participated in the GMIS. Both sides exchanged views concerning the enhancement of bilateral economic relationship, cooperation in infrastructure development, and other issues.
