Study Group for Policy Issues in the Era of Large-volume Introduction of Renewable Energy Holds its First Meeting

The Ministry of Economy, Trade and Industry (METI) decided to establish a new expert council called the “Study Group for Policy Issues in the Era of Large-volume Introduction of Renewable Energy” to provide opportunities to discuss policy issues concerning future renewable energy. The study group will hold its first meeting on May 25, 2017.

1. Purpose of the study group meetings

Since the start of the Feed-in Tariff (FIT) Scheme, the introduction of renewable energy has been rapidly expanding. However, this expansion has caused a heavily disproportionate introduction of energy in the field of photovoltaic power generation. Japan faces a variety of challenges, such as a concern in the increase of public burdens, non-operation of approved facilities under the scheme, and existing utilities’ restriction of new entries to access power grids. To address these challenges, Japan established the Partial Revision of the Act on Special Measures Concerning Procurement of Electricity from Renewable Energy Sources by Electricity Utilities, commonly called the “FIT Act,” in May 2016, and enforced it in April 2017, aiming for compatibility between the introduction of renewable energy to the maximum extent possible and the reduction of public burdens.

Meanwhile, facing the expanded introduction of renewable energy worldwide and the dramatic reduction of related cost, Japan, as well as other countries, still needs to further introduce such energy into society. To this end, it is necessary for Japan to develop environments for establishing an autonomous cycle of renewable energy. Moreover, Japan also needs to discuss ideal approaches to operating and maintaining power grids for the smooth introduction of renewable energy.

To achieve these goals, taking the opportunity of the enforcement of the newly-revised FIT Act, METI decided to establish a Study Group for Policy Issues in the Era of Large-volume Introduction of Renewable Energy, as a study group led by the Director-General of the Energy Conservation and Renewable Energy Department, METI. The study group will aim to discuss policy issues concerning future renewable energy.
