FY 2016 Measures to Promote Manufacturing Technology (White Paper on Manufacturing Industries) Released

FY 2016 Measures to Promote Manufacturing Technology is a report on measures that the Government of Japan has taken to promote core manufacturing technologies, which was compiled pursuant to Article 8 of the Basic Act on the Promotion of Core Manufacturing Technology (Act No. 2 of 1999).

This report was jointly prepared by three ministries, namely, the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare, and the Ministry of Education, Culture, Sports, Science and Technology, and approved by the Cabinet on June 6, 2017.

Key points of the FY 2016 White Paper on Manufacturing Industries

The first section of Chapter 1, which was written by METI, analyzes the challenges that Japanese manufacturers are facing as well as prospects in the sector.

  1. Based on the results of questionnaire surveys and analysis thereof, the section uncovers that major challenges that Japanese manufacturers are facing lie in two issues i.e., “creation and maximization of value added and maintenance” and “enhancement of factory floors’ performance even in the face of an emerging labor shortage..” Based on analysis, the section also explains that proactive utilization of IoT and other digital tools by such manufacturers can be a crucial key to solving these two challenges.
  2. This section also refers to the importance of embarking on initiatives to achieve a policy concept called “Connected Industries” in which a connection of a variety of industries brings about value creation, while also offering approximately 90 specific case examples of leading manufacturers engaging in efforts for utilizing digital tools, which are crucial keys to value creation, categorized by industry type as well as by solution.
  3. Moreover, the section also describes directions of potential approaches to effectively solving the major challenges above, which are streamlined by ideas, behavior characteristics, and other perspectives.
