The Guidelines Concerning the Management of the Electricity Retail Business Revised

In light of the proposals formulated by the Electricity and Gas Market Surveillance Commission (EGC), the Ministry of Economy, Trade and Industry (METI) revised, on June 22, 2017, the Guidelines Concerning the Management of the Electricity Retail Business, which were established in 2016.

In response to the full liberalization of entry of a variety of businesses into the electricity retail market, the guidelines were established in January 2016 to show related businesses the approaches to observing the Electricity Business Act and other relevant laws and regulations and also to encouraging related businesses to voluntarily engage in appropriate efforts. They were revised in July 2016 in light of environments and situations around the start of the full liberalization.

METI revised the guidelines in light of two points: [i] the necessity of adding to the guidelines new specific rules for how businesses indicate the value of non-fossil fuel energy (e.g., through purchasing a certificate of non-fossil fuel value to show such fuel’s value to environmental friendliness) in line with the scheduled introduction of a trading market of non-fossil fuel energy value; and [ii] the necessity of further enhancing the protection of electricity consumers also under the guidelines, in light of the discussions held in formulating the Guidelines Concerning the Management of the Gas Retail Business, which were established in January 2017.
