METI State Minister Matsumura Attends an OECD Ministerial Council Meeting and the Informal Meeting of Ministerial Responsible for WTO Trade

From June 7 (Wed.) to 10 (Sat.), 2017, Mr. Yoshifumi Matsumura, State Minister of Economy, Trade and Industry, visited Paris, the French Republic, to attend an OECD Ministerial Council Meeting and the Informal Meeting of Ministerial Responsible for WTO Trade.

1. OECD Ministerial Council Meeting

Under the chairmanship of Denmark and the vice-chairmanship of the United Kingdom and Australia, the OECD Ministerial Council Meeting was held to discuss issues focusing on the theme of “Making Globalization Work: Better Lives for All.”

State Minister Matsumura attended the session titled “international trade and investment for the benefit of all (agenda 9),” and stated, as a lead speaker, the importance of resisting protectionism and standing firm against unfair trade practices, the importance of rules-based multilateral trading system, the necessity of effective action to address global excess capacity, and other issues. Such opinions were exactly reflected in the Chair’s Statement.

2. Informal Meeting of Ministerial Responsible for WTO Trade

Under the co-chairmanship of Australia and Argentina, the Informal Meeting of Ministerial Responsible for WTO Trade was held bringing together approximately 30 countries and regions and the WTO Secretariat. In light of the rise of protectionism worldwide, participants held discussions concerning: roles that the WTO should play in advancing inclusive growth of the global economy, and outcomes to be realistically achieved at the 11th WTO Ministerial Conference (MC11).

State Minister Matsumura stated the importance of rule-makings on digital trade, placing free flow of information as the key element, and that of working to facilitate the trade and investment for micro, small and medium enterprises (MSMEs). Furthermore, he also emphasized the importance of prompt resumption and conclusion of the negotiations of the Environmental Goods Agreement (EGA) and Trade in Services Agreement (TiSA).

3. Bilateral meeting with H.E. Mr. Matthias Machnig, State Secretary, Federal Ministry for Economic Affairs and Energy (MBWi), Germany

At the meeting with State Secretary Machnig, MBWi, Germany, both sides confirmed the promotion of Japan-Germany collaboration involving the Fourth Industrial Revolution, and also exchanged views concerning a wide variety of issues, including Japan-EU EPA negotiations and cooperation for the G20 summit in Germany.
