Joint Press Release with the Japan Sports Agency Guidebook for Stadium and Arena Renovation Compiled To specify approaches to revitalizing regional areas placing sports at the core

The Ministry of Economy, Trade and Industry (METI) and the Japan Sports Agency jointly prepared the Guidelines for Stadium and Arena Renovation, the Process Guide for Fund-raising Approaches and Private Fund Utilization for Development of Stadiums and Arenas, and other related materials, and METI and the Japan Sports Agency have compiled them into a Guidebook for Stadium and Arena Renovation.

1. Background and other information

The government of Japan decided to set stadium and arena renovation as a major policy pillar to trigger the promotion of efforts for making the sports industry into a growth industry in Japan. As part of this promotion, the government established the Public-Private Council for the Promotion of Stadium and Arena Development to promote the development of stadiums and arenas in collaboration between the public and private sectors. Since then, the council released the Guidelines for the Stadium and Arena Renovation in November 2016 and also released the Process Guide for Fund-raising Approaches and Private Fund Utilization for Development of Stadiums and Arenas in May 2017. METI and the Japan Sports Agency hereby announce that they have compiled a collection of case examples of efforts for developing stadiums and arenas inside and outside Japan and a collection of case examples of technologies applicable for the facilities and operation of stadiums and arenas which will contribute to improving the customer experience and other added value points, into a Guidebook for Stadium and Arena Renovation.

2. Outline

The Guideline for Stadium and Arena Renovation aims to show basic directions for renovations, while the Process Guide for Fund-raising Approaches and Private Fund Utilization for Development of Stadiums and Arenas is a compilation of issues to be discussed for the utilization of private funds and other initiatives that Japan should take in developing stadiums and arenas, as a reference in implementing the guidelines in a specific manner. The guidebook includes a compilation of the guidelines and the process guide, as well as a collection of case examples of efforts for developing stadiums and arenas inside and outside Japan and a collection of case examples of technologies applicable for the facilities and operation of stadiums and arenas which will contribute to improving the customer experience and other added value points.

Moreover, Part VI of the guidebook - “Collection of Case Examples of Technologies” is a collection of interview-based research conducted by the secretariat of the council. Additional suggestions or case examples of successful development or introduction of related technologies are welcome. Please contact the secretariat if you are willing to share such information with the secretariat and the public.
