Agency for Natural Resources and Energy FY2016 Japan's Independent Development Ratio of Oil and Natural Gas Released

The FY 2016 “Japan's independent development ratio of oil and natural gas” was 27.4%, up by 0.2% compared to that in the previous year.

1. The Japan’s self-sufficiency ratio of oil and natural gas

The Japan’s  independent development ratio of oil and natural gas (hereinafter “the Ratio”) is defined as the share of the offtake amount of oil and natural gas that is under the control of Japanese enterprises (including domestic production), out of the total amount of imported and domestically-produced oil and natural gas.

As Japan is largely dependent on imports from abroad for its oil and natural gas, it is indispensable that it secure stable supplies of natural resources and energy. Since the Cabinet Decision of the Strategic Energy Plan (June 2010), the Japanese government has been supporting Japanese enterprises in acquiring upstream asset to improve the Ratio to over 40% by 2030 as a policy target.
Note: The 22nd meeting of the Natural Resources and Fuel Committee of the Advisory Committee for Natural Resources and Energy was held on June 21, 2017, and the committee reconfirmed this target at the meeting.

2. Factor analysis

The FY 2016 Ratio showed a slight increase over the previous year. This may have been the result of production increases in some oil-gas fields in Russia, Abu Dhabi and other countries, even while production declined in other existing oil-gas fields.

Changes in the Ratios since FY1973

Note:From FY1973 to FY2008, Japan calculated oil alone as a target of the Ratio. Since FY2009, it has been calculating the combined amount of oil and natural gas for that purpose and for the subsequent purpose of announcing the results.
