Cabinet Decision on the Cabinet Order for the Partial Revision of the Order for Enforcement of the Act on Special Measures Concerning Procurement of Electricity from Renewable Energy Sources by Electricity Utilities

On April 1, 2017, the Act for the Partial Revision of the Act on Special Measures Concerning Procurement of Electricity from Renewable Energy Sources by Electricity Utilities (hereinafter referred to as the “Revised FIT Act”) came into force. In line with this Act, Japan decided to start a new public tender system for large-scale photovoltaic power generation. In order to start the system, on August 8, 2017, the Cabinet approved a Cabinet Order that stipulates the fees payable by tender participants under this system.

1. Outline of the public tender system for large-scale photovoltaic power generation under the Feed-in Tariff (FIT) Scheme

Pursuant to the Revised FIT Act, enforced on April 1, 2017, Japan has established a new public tender system for large-scale photovoltaic power generation under the FIT Scheme.

Currently, the tender system targets commercial photovoltaic power generation of at least 2,000 kW and the first tender process is scheduled to be held from October 27 to November 10, 2017. To participate in the first tender, businesses are required to file a business plan with the Ministry of Economy, Trade and Industry (METI) before September 15, 2017.

The revised FIT Act stipulates that the administrative affairs involved in this tender system will be handled by a tender organization designated by the METI Minister. Under the new provision, the Green Investment Promotion Organization was designated for this role.

2. Outline of the revision

The revised Cabinet Order stipulates the fee payable by tender participants to the designated organization under the tender system as 127,000 yen per business plan.
