New Establishment and Revision of the Japanese Industrial Standards (JIS) (August 2017) Establishment and revision of the JIS including measurement method for gaseous exhaust emissions and fuel consumption of motorcycles and electric vacuum cleaners

The Japanese Industrial Standards (JIS) is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance, and safety. The Ministry of Economy, Trade and Industry (METI) continues to revise and newly establish such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release. This is the press release for August 2017.

1.Outline of the new establishment and revision of standards

In August 2017, METI newly established 15 standards and revised 13 standards (see Appendix 1). In particular, METI believes that the following revisions to the standards are especially important.

  1. Measurement of gaseous exhaust emissions of motorcycles
    Establishment of the JIS for measurement method for gaseous exhaust emissions and fuel consumption of motorcycles
    Accompanying the tightening of motorcycle emissions control, METI established 3 standards governing measurement methods for gaseous exhaust emissions and fuel consumption that meet the domestic binding emission standards* based on relevant international standards. It is expected that the establishment of the new standards will facilitate the dissemination of environmentally-friendly motorcycles and contribute to solving global environmental problems (see Appendix 2).

  2. Establishment and revision of 3 standards for direct-connecting and flexible-hose-connecting type portable gas cookers with LPG cartridges, etc.
    In order to promptly respond to the introduction of new technologies and the development of new products, the Ministerial Order on Technological Standards for LPG Equipment and Appliances,* which was a specification code providing detailed specifications related to structure, material and performance, was amended into a performance code that clarifies safety performance that should be satisfied by LPG equipment and appliances. Example cases of the amended technological standards which satisfy the performance code  are included in the implementation and interpretation document for the Act on the Securing of Safety and the Optimization of Transaction of Liquefied Petroleum Gas and  other relevant Cabinet Orders and Ministerial Orders. If the performance code content is included in the JIS regulations and other authorized standards, prompt and appropriate responses to new technologies and products will be possible. Based on this idea, METI established and revised three standards governing direct-connecting and flexible-hose-connecting type portable gas cookers with LPG cartridges and other similar devices.

  3. Revision of the JIS for the performance of electric vacuum cleaners
    Regarding suction power sustainability and dust collection efficiency, which are generally accepted as indicators of the performance of electric vacuum cleaners, METI revised the JIS, including adding specific measuring methods to JIS C9108, which stipulates the criteria for performance and electrical safety of electric vacuum cleaners (see Appendix 4).

2.Outline of the JIS

Stipulated under the Industrial Standardization Act, the JIS is a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, as well as the increase and enhancement of production efficiency and other areas.

The JIS stipulate a variety of criteria to be met by products, including types/scales, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria. These standards are utilized to ensure product reliability and quality for manufacturers, users and consumers.

METI establishes new standards or revises the existing ones for the JIS in response to technological advancements, safety requirements, and other societal changes, as necessary.

METI conducts this establishment and revision process through the examination of proposals by the Japanese Industrial Standards Committee (JISC). METI hereby announces the results of the new establishments and revisions of the JIS in August 2017.
