Mr. Seko, Minister of Economy, Trade and Industry and Minister for Economic Cooperation with Russia, Visits the Russian Federation

On September 6 (Wed.) and 7 (Thur.), 2017, Mr. Hiroshige Seko, Minister of Economy, Trade and Industry and Minister for Economic Cooperation with Russia, visited Vladivostok, the Russian Federation. He attended a Japan-Russia Summit Meeting and a Japan-Russia Business Round-Table meeting. Following this, he held meetings with H.E. Mr. Igor Shuvalov, First Deputy Prime Minister, and H.E. Mr. Maksim Oreshkin, Minister of Economic Development and Special Representative for Trade and Economic Cooperation with Japan. Moreover, he held the fourth meeting of the Japan-Russia Energy Initiative Council with H.E. Mr. Aleksandr Novak, Minister of Energy. At the meeting with Minister Oreshkin, both sides concluded a Joint Statement regarding Cooperation in Digital Economy, and a Memorandum of Understanding regarding experience on Exchange in Productivity improvement. Meanwhile, at the meeting with H.E. Mr. Denis Valentinovich Manturov, Minister of Industry and Trade, both sides concluded a Memorandum of Mutual Cooperation on Productivity Diagnosis of Russian Companies and Human Resource Development in the Supporting Industry.

Minister Seko held a meeting with Chairman Binh taking the opportunity of the chairman’s visit to Vladivostok, and both sides exchanged views concerning issues on the APEC, RCEP and TPP.

(2) Fourth meeting of the Japan-Russia Energy Initiative Council (September 7)

Minister Seko and Minister Novak held the fourth meeting of the Japan-Russia Energy Initiative Council. Both sides confirmed the specific cooperation projects in the fields of hydrocarbon, renewable energy and energy efficiency, and nuclear energy, and held discussions concerning further promotion of these projects in the future.

(3) Attending a Japan-Russia Business Roundtable meeting (September 7)

Minister Seko attended a Japan-Russia Business Roundtable meeting, organized by the Japan Association for Trade with Russia and NIS and the Russian-Japanese Business Council, under the subject of “Advancement of Diversity in Japan-Russia Cooperation in the Far East Region of Russia.” At the beginning of the meeting, Minister Seko explained the great progress in the eight-point cooperation plan achieved over the past one year or so.

(4) Meeting with Minister Oreshkin (September 7)

At the meeting between Minister Seko and Minister Oreshkin, the seventh such meeting this year, both sides confirmed the smooth progress in the cooperation plan and held meticulous and in-depth discussions concerning challenges that individual projects are facing, and other issues.

Following this, both ministers shared the recognition of the changes progressing in the traditional approaches to society and industry caused by changes in IT technologies, e.g., IoT and big data. In light of this, they concluded a “Joint Statement regarding Cooperation inof the Digital Economy,” a statement aiming to advance efforts for exchanging information on respective policies that both countries have been advancing, including Japan’s Connected Industries policy, and efforts for ensuring success in creating an effective digital economy in all points of the cooperation plan.

Furthermore, both ministers concluded a Memorandum of Mutual Understanding regarding experience on Exchange in Productivity improvement, aiming to exchange information on companies with high labor productivity and to promote other efforts.

(5) Meeting with First Deputy Prime Minister Shuvalov (September 7)

Both ministers agreed that Japan and Russia will continue to advance efforts for further developing Japan-Russia economic ties, including the cooperation plan.
