METI to Conduct the FY2017 Nadeshiko Brand Initiative Survey on Enterprises Encouraging Women's Success in the Workplace and Explanatory Meeting to be Held

The Ministry of Economy, Trade and Industry (METI) and the Tokyo Stock Exchange (TSE) have been jointly undertaking the Nadeshiko Brand initiative for the purpose of selecting and publicizing outstanding enterprises that encourage women’s success in the workplace since its inauguration in FY2012.

In the FY2017 initiative, the sixth annual initiative this year, METI and TSE will evaluate candidates and select winning enterprises, focusing on the quality and actual progress of their in-house initiatives in encouraging women’s success in the workplace and their contribution to the success of their businesses. Furthermore, they will select enterprises that have been engaging in pioneering empowerment initiatives focusing on specific themes as outstanding enterprises under the Noteworthy Enterprises category, and will raise public awareness of the outstanding initiatives of the selected enterprises.

Prior to this selection, METI and the TSE will utilize the results of the Survey on Enterprises Encouraging Women’s Success in the Workplace, which will be conducted from October 23 to November 24, 2017, to evaluate the candidate enterprises. METI and the TSE are looking forward to receiving the survey responses.

Furthermore, on October 10, 2017, they will hold an explanatory meeting at the TSE and describe the survey, the method of selecting enterprises under the FY2017 Nadeshiko Brands initiative and share other information. We are looking forward to seeing you there.

1. Outline of the Nadeshiko Brands

The Nadeshiko Brand is an initiative that METI and the TSE jointly inaugurated in FY2012. In this initiative, METI and the TSE introduce certain TSE-listed enterprises that are outstanding in terms of encouraging the empowerment of women in the workplace as attractive stocks to investors who are concerned with improving corporate value in the mid- and long-term, thereby promoting investment in such enterprises and accelerating efforts to encourage women’s success in the workplace.

The FY2017 Nadeshiko Brands will be announced on March 22 (Thur.), 2018.

Note: In the Nadeshiko Brand initiative, enterprises will first be selected according to the screening criteria, then evaluated based on the scoring criteria for efforts for promoting the empowerment of women, and will finally be screened to determine the highest-scoring candidate enterprises by industry, before determining successful enterprises.

2. Key points in selecting FY2017 brands

(1)Initiatives that promote women's success in the workplace as management strategies, bearing in mind the Diversity 2.0 Action Guidelines
In March 2017, METI compiled a series of actions that enterprises should take for successful diversity management aiming to continue to create mid- to long-term corporate value into “Diversity 2.0 Action Guidelines” (Appendices 1 and 2).

In the FY2017 initiative, METI and the TSE will conduct a survey on enterprises concerning their commitment to the practices stipulated in the guidelines, and they will evaluate candidates and select winners that view initiatives for promoting women’s empowerment as management strategies and engage in such initiatives at a sophisticated level.

(2)Changes in requirements of the screening
From the FY2017 initiative, METI and the TSE will depart from the previous screening criteria that were based on the enterprises’ financial indices, to a point-addition scoring system, where only companies that fail to reach at minimum a zero return on equity (ROE) will be excluded from becoming candidate companies.

Note: The previous screening criteria required candidate companies to achieve 8% or more ROE or surpass the industrial mean-value ROE score.

3. Survey on Enterprises Encouraging Women’s Success in the Workplace, an effort to select Nadeshiko Brands

METI will conduct a questionnaire survey targeting all TSE-listed companies, (i.e., target companies for the screening), to ascertain the current state of those companies’ efforts or achievements involving their initiatives for encouraging women’s empowerment in the workplace. METI and the TSE will select Nadeshiko Brands from the enterprises that have responded to the questionnaire and also select other enterprises that have been engaging in pioneering empowerment initiatives as outstanding enterprises under the Noteworthy Enterprises category.

METI will also give feedback to all respondent companies to provide information to help those companies further advance their efforts. To this end, METI strongly recommends that target companies submit the response sheets regardless of whether all questions are answered.

Following on from the FY2016 survey, the FY2017 survey will be conducted via the website exclusively for this purpose. On October 17, 2017, METI will send guidelines for the survey by mail, including an individual ID for accessing the survey, a password and other data, to the personnel department or a department in charge of the empowerment initiatives at your company. The response period is from October 23 to November 24, 2017. The response must be submitted by 18:00 on the closing date. 4. Holding an explanatory meeting for the FY2017 Nadeshiko Brands initiative

METI and the TSE will hold an explanatory meeting to broadly raise public awareness of the selection method for enterprises in the FY2017 Nadeshiko Brand initiative, such as selection criteria for the brands and the implementation method of the survey. Mr. George Iguchi, Director, Asset Management Division, and Chief Corporate Governance Officer, Nissay Asset Management Corporation, will be invited to the meeting and prior to the explanation of the selection method, he will deliver a keynote speech.

Reference: FY2016 achievements

In the FY2016 initiative, METI and the TSE screened enterprises from all sections of the TSE, after scoring them based on two factors: [ⅰ] career-building support provided for women and [ⅱ] support provided for women in balancing work and family. METI and the TSE then further picked the top 47 enterprises that had excellent financial performance in each industry for the FY2016 Nadeshiko Brands.
