State Minister Nishime Attends the ASEM Economic Ministers’ Meeting

From September 21 (Thur.) to 22 (Fri.), 2017, Mr. Kosaburo Nishime, State Minister of Economy, Trade and Industry, visited Seoul, the Republic of Korea (ROK), to attend the 7th Economic Ministers’ Meeting of the Asia-Europe Meeting (ASEM EMM7).


Under the chairmanship of the ROK, the meeting held discussions focusing on the themes of(1)facilitating and promoting trade and investment,(2)strengthening economic connectivity, and(3)sustainable and inclusive growth.

State Minister Nishime stated, as a lead speaker for the session on facilitating and promoting trade and investment, the importance of: resisting against protectionism and standing firm against unfair trade practices; rules-based multilateral trading system; the necessity of effective action to address global excess capacity; investment in quality infrastructure; and digital trade, as well as initiatives under the Connected Industries policy concept and other issues.

As an achievement of the meeting, the Ministerial Statement on Supporting the Multilateral Trading System was issued, confirming that member countries should resist all forms of protectionism, maintain and strengthen the multilateral trading system, and ensure a level playing field. Moreover, the Chair’s Statement declared that the member countries reiterated their commitment to stand firm against unfair trade practices, as well as the importance of investment in quality infrastructure, and supporting the free flow of information, and other issues.


2. Bilateral meeting with Mr. Kang Sung-chun, Deputy Minister for Trade, Ministry of Trade, Industry and Energy, ROK

State Minister Nishime held a bilateral meeting with Deputy Minister Kang and confirmed anew the importance of the free trade system and other issues. Following this, both sides exchanged views concerning the RCEP, Japan-China-ROK FTA, and other issues.

Both sides agreed that Japan and the ROK will strive to fortify the future-oriented Japan-ROK economic relationship although some political concerns remain between them.

3. Informal Talking with representatives of participating countries

Taking this opportunity, State Minister Nishime talked respectively with: Ms. Cecilia Malmström, Commissioner for Trade, the EU; Mr. Benjamin Griveaux, Minister of State, attached to the Ministry of Economy and Finance, France; Ms. Dilek Ayhan, State Secretary, Ministry of Trade, Industry, and Fisheries, Norway; Ms. Susanne Hyldelund, State Secretary for Trade, Ministry of Foreign Affairs, Denmark; and Mr. José Luis Káiser Moreiras, Director General for International Trade and Investment, Ministry of Economy, Industry and Competitiveness, Spain. He held discussions with each representative on the issues such as cooperation for early conclusion of the Japan-EU Economic Partnership Agreement (EPA), bilateral economic cooperation, and others.
