The Fourth Meeting of the Japan-China Chemical Industrial Policy Dialogue was Held

On October 12, 2017, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Industry and Information Technology (MIIT) of China held the fourth meeting of the Japan-China Chemical Industrial Policy Dialogue in Tokyo. Following on from the previous meetings, this meeting was held with officials and personnel from the public-private sectors in Japan and China. Participants exchanged views on the current situation and future perspectives surrounding chemical industrial policy in both countries and future efforts, including cooperation, toward problem solving.

1. Background

With interchanges between Japanese and Chinese chemical industries increasing, Japan and China held the first meeting of the Japan-China Chemical Industrial Policy Dialogue in 2009, the second meeting in 2012, and the third meeting in 2016, as opportunities to exchange views on a variety of issues in the chemical industries in both countries. In recent years, the trade amount of chemical products between Japan and China has been growing, and accordingly, companies in both countries have been proactively developing business in the respective partner country. Against this backdrop, both sides decided to hold the fourth meeting of the policy dialogue.

2. Outline of the meeting

The fourth meeting of the dialogue was held bringing together Japanese and Chinese government officials as well as chemical industry personnel. The following is an outline of the outcomes:

  1. Both sides shared anew the importance of the Japan-China exchange concerning chemical industrial policy and agreed to continue to hold such dialogues.
  2. Considering that the importance of innovations in the field of chemicals has been more and more recognized in Japan and China, both sides explained their own experience concerning the research and development policies to each other and exchanged views concerning this issue.
  3. In light of the importance of taking into consideration safe operation in petroleum complexes and other facilities as well as environmental friendliness to their surroundings, Japan explained its experience concerning disaster prevention measures, while receiving explanation from China concerning its safe and environment-friendly measures conducted in chemical industrial parks in China. Following this, both sides exchanged views concerning this issue.
  4. Both sides welcomed an exchange event between Japanese and Chinese chemical industries (Japanese side: The Japan Chemical Industry Association and the Japan Petrochemical Industry Association; Chinese side: The China Petroleum and Chemical Industry Federation) as a side event of the Japan-China Chemical Industry Conference held at the same timing of this dialogue.
