The National Implementation Plan for Preventing Environmental Pollution of Mercury Developed

Under Article 3 of the Act on Preventing Environmental Pollution of Mercury (hereinafter referred to as the “Mercury Pollution Prevention Act”; Act No. 42 of 2015), the competent ministers are required to develop a “national implementation plan for preventing environmental pollution of mercury.”

The Ministry of Economy, Trade and Industry (METI) hereby announces that in response to the enforcement of the Mercury Pollution Prevention Act on August 16, 2017, the competent ministers developed the National Implementation Plan for Preventing Environmental Pollution of Mercury.

This plan will be submitted to the Secretariat of the Minamata Convention on Mercury (hereinafter referred to as the “Minamata Convention”) in accordance with the provisions of Article 20 of the convention.

1. Background

On August 16, 2017, the Minamata Convention entered into force. On the same date, Japan put into force the majority of the Mercury Pollution Prevention Act (some provisions have yet to come into force), which is a domestic act that implements the Minamanta Convention and takes other measures related to mercury pollution prevention.

Article 3 of the Mercury Pollution Prevention Act stipulates that “The competent ministers shall promote measures for preventing environmental pollution of mercury and mercury compounds in a comprehensive and organized manner, and also shall develop a national implementation plan for preventing environmental pollution of mercury so as to secure the precise and smooth implementation of the Minamata Convention” and that such competent minsters shall publicize the plan.

In response to the enforcement of the Mercury Pollution Prevention Act, the competent ministers developed the National Implementation Plan for Preventing Environmental Pollution of Mercury (hereafter, “the Plan”), and the Plan was published in the official gazette on October 16, 2017. The Plan was developed based on the report submitted by the METI Industrial Structure Council and the Central Environment Council of the Ministry of the Environment (MOE), and provides a comprehensive picture of and a future outlook for Japan’s measures for addressing mercury.

Moreover, the Inter-Ministerial General Directors’ Meeting on the Minamata Convention on Mercury also publicized the plan in the format of a report with figures and tables.

As the plan corresponds to the implementation plans that member countries should prepare under the provisions of Article 20 of the Minamata Convention, it will be submitted to the Secretariat of the Minamata Convention in accordance with the provisions.
