New Establishment and Revision of the Japanese Industrial Standards (JIS) (November 2017) Establishment and revision of the JIS, including wire-reinforced rubber hoses for gas, rubber tubes for gas, and glass containers with content volume indicated

The Japanese Industrial Standards (JIS) is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance, and safety. The Ministry of Economy, Trade and Industry (METI) continues to revise and newly establish such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release.

1. Outline of the new establishment and revision of standards

In November 2017, METI newly established six standards and revised 10 standards (see Appendix 1). METI believes that the revisions to the standards listed below are particularly important.

(1)Revision of the JIS for wire-reinforced rubber hoses and hose assemblies for gas, and rubber tubes for gas

Concerning the revision of the JIS for wire-reinforced rubber hoses and hose assemblies for gas (with wired reinforcement layers) and rubber tubes for gas (without reinforcement layers) that connect gas valves to gas equipment (stoves, rice cookers, commercial cookware, etc.) for city gas or liquefied petroleum gas, METI revised JIS K6351 (wire-reinforced rubber hoses and hose assemblies for gas) and JIS K6348 (rubber tubes for gas), aiming to enhance safety and meet market needs. This JIS revision will contribute to further safety enhancements and quality improvements, increasing user-friendliness of such equipment for consumers and other users (for further details, see Appendix 2 (in Japanese)).

(2) Revision of the JIS for glass containers with content volume indicated

According to the revision of Enforcement Order for the Measurement Act, the scope of eligible products under the category of special containers* (so-called “marusho bottles”) was expanded. In line with this revision, METI revised JIS S2350 (glass containers with content volume indicated). JIS S2350 is cited in the technical standards for the Special Container System under the Measurement Act, and plays an important role in securing accurate measurement (for further details, see Appendix 3 (in Japanese)).
*Note: The term “special containers” refers to standardized glass containers, whose use allows companies to fill the containers accurately with only height measurement of the contained liquid.

2. Outline of the JIS

Stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, as well as at increasing and enhancing production efficiency and other areas.

The JIS stipulate a variety of product criteria, including type/scale, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria that products should meet. These standards are utilized to ensure product quality and reliability for manufacturers, consumers and other users.

METI establishes new standards and revises existing ones for the JIS in response to technological advancements, safety requirements and other societal changes as necessary.

METI has been undertaking these revisions and establishing new standards through the examination of proposals by the Japanese Industrial Standards Committee(JISC). METI hereby announces the newly established standards and revisions of the JIS in November 2017.
