Recall of Battery Packs for Laptop Computers Manufactured by Panasonic Corporation (Free Product Replacement)

Product accidents occurred in battery packs manufactured by Panasonic Corporation(corporate number: 5120001158218), causing the products and their surroundings to ignite due to the fire from the products.

The Ministry of Economy, Trade and Industry(METI)was informed of the accidents as a serious product accident and the Consumer Affairs Agency made an announcement on the accidents on November 21, 2017, in accordance with Article 35(1)of the Consumer Product Safety Act, which relates to accidents of unclear origin in a product other than a gas or oil appliance.

To prevent further accidents, on December 6, Panasonic Corporation made an official announcement on its website to remove battery packs subject to the recall from the bodies of laptop computers and to provide free of charge replacement of such battery packs.

METI would like to encourage consumers who have purchased any of the products subject to the recall to stop using them immediately and contact the company above.

1. Nature of the accident and recurrence-prevention measures

(1)Nature of the accident

Product accidents occurred in battery packs for laptop computers manufactured by Panasonic Corporation, causing the products and their surroundings to ignite due to the fire from the products.

Nine serious-accident reports subject to Article 35(1)of the Act have been submitted.
(Control Nos:A201500465, A201500840, A201600674, A201700029, A201700172, A201700236, A201700457, A201700478, A201700508:the company has released all these products as "laptop computers.")

The cause of two accidents concerning Control Nos. 201500465 and A201500840 is assumed to be that a lithium-ion battery cell built into the battery pack short-circuited inside the cell, causing the products to ignite. However, the investigation was concluded without determination of the cause of this short-circuiting inside the cell.

The cause of seven other accidents is also assumed to be that a lithium-ion battery cell built into the battery pack short-circuited inside the cell, causing the products to ignite. METI is still investigating the details of the cause.

In addition, another product accident not covered by Article 35(1)of the Act was reported to the National Institute of Technology and Evaluation(NITE).

No injuries occurred in these cases.

(2)Recurrence-prevention measures

To prevent further accidents, Panasonic Corporation provided related information on its website on December 6, 2017, and the company will provide the information in newspapers on December 7, 2017, in order to start the reception of battery packs subject to the recall for free replacement. New battery packs for replacement will start being shipped in late January 2018.
