New Establishment and Revision of the Japanese Industrial Standards (JIS) (December 2017) Establishment and revision of the JIS, including cords of indoor blinds for household use, high performance LED lamps, and determination method and evaluation reference of shape maintaining shirts

The Japanese Industrial Standards(JIS)is a collection of national standards stipulating the criteria for products to be sold in Japan, including their types/scales, quality/performance and safety. The Ministry of Economy, Trade and Industry(METI)has been revising and newly establishing such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards which are especially important for the economy and for the public once a month in a press release.

1. Outline of the new establishment and revision of standards

In December 2017, METI newly established 10 standards and revised 14 standards(see Appendix 1). In particular, METI believes that the following establishment of and revision to the standards are especially important.

(1)Establishment of the JIS for cords of indoor blinds for household use

figure1 Cords of indoor blinds for household use have been a public concern as a cause of child-involved accidents, such as coiling around the neck of a child by accident. To minimize the potential risk of such accidents, METI newly established JIS A4811: Specifications of cords of indoor blinds for household use -Safety for children.

(2)Establishment and revision of the JIS for high performance LED lamps

figure2 METI newly established and revised the JIS for LED lamps, aiming to further increase their safety and also to improve the living environments surrounding public consumers. This standard defines lamps with upgraded performance, such as color rendering index, lumen maintenance factors, and rated lamp efficacy, as high performance LED lamps.

(3)Establishment of the JIS for determination method and evaluation reference of shape maintaining shirts

figure3Japanese textiles and clothing manufacturers have been placing an emphasis on manufacturing highly-functional textile products so as to make a differentiation between domestic products and overseas ones. Against this backdrop, METI newly stipulated JIS L1924: Determination method and evaluation reference of shape maintaining shirts, targeting shirts, one of the highly-functional products, to which shape maintaining processing has been applied to remove the burden from consumers of ironing shirts, to stipulate a determination method and evaluation reference of such shirts according to which manufacturers are able to objectively assess these products. The establishment of this standard will allow consumers to accurately purchase shirts which have effective shape maintenance, and this effort is expected to enhance consumers’ convenience and to encourage manufacturers to eliminate inferior-quality products.

2. Outline of the JIS

Stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the improvement of mineral or industrial products in terms of quality, performance and safety, as well as at increasing and enhancing production efficiency and other areas.

The JIS stipulate a variety of product criteria, including types/scales, quality/performance, safety, testing methods for assessing these criteria, and other standard criteria that products should meet. These standards are utilized to ensure product reliability in quality for manufacturers, users and consumers.

METI has been establishing new standards or revising existing ones for the JIS in response to technological advancements, safety requirements and other societal changes as necessary.

METI has been conducting such establishment and revision through the examination of proposals by the Japanese Industrial Standards Committee (JISC). METI hereby announces the results of the new establishments and revisions of the JIS in December 2017.
