The 11th Japan-China Energy Conservation and Environment Forum Held(Summary of the Results)

On December 24, 2017, the 11th Japan-China Energy Conservation and Environment Forum was held in Tokyo. The forum brought together Mr. Hiroshige Seko, Minister of Economy, Trade and Industry, Mr. Daisaku Hiraki, Parliamentary Vice-Minister of Economy, Trade and Industry, Mr. Masaharu Nakagawa, Minister of the Environment, Mr. Shoji Muneoka, Chairman of the Japan-China Economic Association, and other officials from the Japanese side, as well as Mr. Zhang Yong, Vice Chairman of the National Development and Reform Commission(NDRC), Ms. Gao Yan, Vice Minister of the Ministry of Commerce(MOFCOM), Mr. Liu Shaobin, Charge d'Affaires ad interim of China, and other officials from the Chinese side.

With the attendance of approximately 860 stakeholders from the public and private sectors in both countries(Japan:approximately 480;China:approximately 380), Japan and China successfully ended the forum, as seen in the exchange of consensus documents concerning 23 cooperation projects.

1. Summarized results of the forum

At the plenary session in the morning, Minister Seko delivered remarks as a representative of Japan and explained the progress made in related efforts since the previous forum, Japan's intention to encourage business cooperation between Japanese and Chinese companies in third-country markets in response to the Japan-China Summit Meeting held in November 2017, and other issues. In addition, Vice Chairman Zhang, MoE Minister Nakagawa, Chairman Muneoka, Vice Minister Gao and other officials delivered remarks and speeches.

In the afternoon, both sides held six working sessions on specific issues, including the development of third-country markets(the session was newly established) and energy conservation, and working-level officials from both countries exchanged views. At the session for development of third-country markets, participants explained the existing Japan-China cooperation projects in third countries, and based on this explanation, public and private participants from both sides held many specific and positive discussions to further develop the cooperation.

2. Document exchange ceremony for cooperation projects

At the exchange ceremony of documents, Japan and China exchanged consensus documents concerning 23 new Japan-China cooperation projects, thereby coming to 336 cooperation projects that have been concluded so far.
